Various Laws and Acts passed by the Government of The Currvanian Empire shall be put here. This only includes those that are within the public domain, some laws have not been digitally transcribed yet so when they are they too shall be cited here.

Declaration of Basic Law and Constitution

Preamble

We the Grand Council of the Currvanian Empire, in special general assembly, do hereby establish and reform this as the Official Declaration of Basic Law and Constitution of the Currvanian Empire. This document shall be the supreme law of the land with no other law or amendment to contradict this. This document shall establish Justice and Peace throughout The Currvanian Empire.

Section I- The Government

Article I- The Currvanian Empire shall be a constitutional monarchy with the emperor as both head of state and head of government who must adhere to this document as this law is above all government officials and decrees.

Article II- The emperor shall head the Grand Council. It is responsible for approving laws presented to them and carrying out the law and exacting punishment for breaking the law.

Article III- There shall be no religion sponsored by the state nor shall a religious figure play a role in government as a religious advisor of any sort.

Article IV- The emperor can propose a law to be passed by ⅔ of the Grand Council or make an executive order which can be struck down by ¾ of the Grand Council

Article V- Grand Council membership can be passed down to children or apprentices but they can also be appointed by the emperor if there is an absence.

Article VI-The Grand Council is made up of the High Council and the House of Commons.

The High Council is made up of the following in order of precedence:

-Minister of Domestic Affairs

-Minister of Justice

-Minister of Defense

-Minister of War

-Attorney General

The House of Commons is made up of the following in order of precedence:

-Minister of Agriculture

-Treasury Minister

-Grand Council Overseer

-Minister of Homeland Security

-Minister of Customs and Immigration

-Minister of Trade

-Minister of Intelligence

-Minister of Finance

-Minister of Environmental Affairs

-Director of the Space Program

-Minister of States Affairs

-Minister of Education

-Minister of Labor Article VII- The territory claimed by the empire shall be exclusively laid out in a secondary document containing a map of all territory.

Article VIII- If a member of the Grand Council, including the emperor, defies this constitution by passing anything or doing anything in contradiction to this, they must be removed from power and discharged from holding government office.

Article IX- Each member of the Grand Council can be given governorship of certain provinces once they are laid out in said document.

Article X- Amendment to this document must not contradict this in any way, unless it is absolutely necessary, and be approved by ¾ of the Grand Council. Amendments that contradict the current constitution must be approved unanimously.

Section II- The Military

Article I- The Armed Forces of the Currvanian Empire shall be comprised of the Imperial Army and the Imperial Navy until new branches are created. The Commander General/Admiral and Lieutenant Commander General/Admiral of each branch are the heads of the branch they are in and are the highest rank attainable in that branch. They shall also be part of the Armed Forces Council which also includes the Minister of War, the Minister of Defense, the Minister of Foreign Affairs and Relations, the Supreme Commander of the Military, and the Emperor. The Emperor heads the Council.

Article II- All citizens are eligible to join the armed forces unless there is a severe mental or physical handicap that would prevent them from doing their duties.

Article III- In order to declare war, there must be a ⅔ vote.

Section III- The Justice System

Article I- There shall be a Supreme Court made up of 3 Justices who will decide everything from whether a law is unconstitutional to finding criminals guilty or not. These Justices will be chosen by the Emperor but can be struck down if the Grand Council believes them unworthy.

Article II- If the emperor or council official violates the constitution, they can be impeached and investigated by the Supreme Court.

Article III- No person shall be subject to forced labor unless as a criminal punishment. This may not go to the extent to harm the laborer severely.

Article IV- To enter the home or search the belongings of a citizen, an officer must acquire a search warrant with exceptions being vehicles which are subject to search under probable cause by any investigator.

Article V- As a punishment for crimes, the worst shall be exile from all claimed lands. Other punishments may include warnings, being removed from a government office, or fines up to 500 Coronae.

Article VI- The emperor shall be coronated by the Chief Justice of the Supreme Court. They will say the following oath: I [insert full name] do solemnly swear to uphold the laws of this land to the best of my ability, defend this nation at all costs, and preserve liberty and justice in this land, so help me God.

Article VII- Murder, being a most severe crime, shall be prosecuted with the full extent of the law, this means that execution may be necessary at the behest of the court.

Article VIII- All people accused of a crime are innocent until proven guilty and they have the right to a fair trial with competent counsel.

Article IX- Any person called upon to serve at court must do so, unless he/she is physically or mentally unable.

Article X- If anyone in any media alludes to committing serious crimes they shall be put on the crime watchlist and if there are any alluded serious threats they will be put on the terrorist watchlist.

Section IV- Rights and Privileges

Article I- Citizens have the right to free speech, freedom of expression, freedom of assembly and freedom to petition the government. If when expressing these rights citizens get violent, these rights can be restricted for that event and stopped with force.

Article II- All rights mentioned in this document are extended to every citizen in this country. They may not be infringed upon and no person regardless of any possible factors, unless it is a punishment dealt by the Supreme Court.

Article III- The market is free from government control and is in the hands of all citizens in their financial dealings.

Article IV- Citizens have the right to protest, but protests must not hinder official government activities. Protests must be peaceful, and if they get violent the government will do what it sees fit to quench the violence.

Section V- Legislation

Article I- The Grand Council is responsible for proposing laws to the emperor and carrying out the law in the name of the emperor.

Article II- This document can be added to by amendments proposed and ratified by ¾ of the high council. These may not contradict or remove parts of the constitution.

Article III- To bring a law to the emperor, the Grand Council must have a ⅔ majority for the bill. If the emperor rejects it, it requires ¾ grand council vote to approve the law. The emperor may also change the proposed law and resubmit it to the council.

Article IV- The emperor may propose laws to the Grand Council for secondary approval or pass orders or laws, which bypass the Council that can be challenged by the Supreme Court or Grand Council.

Article V- The emperor may, in an emergency situation, ask the Grand Council for emergency powers. This must be approved by ¾ of the entire council. This gives the emperor ultimate authority until the situation is over. The emperor may be given full command over the military and can exercise full authority over all ministries in the government if emergency powers are granted. As it is authorized by the Grand Council they will not be able to oppose it or bring the question of if the situation calls for the power to the court. They may petition the emperor or the courts to end the emergency period if they deem the crisis is over.

Section VI- Other

Article I- The official currency is called the corona or coronae in plural. Each corona is worth ¼ an ounce of silver.

Article II-The following are symbols of the Currvanian Empire: the ankh, jerusalem cross, the owl, and the olive tree.

Article III- Classical latin shall be used for official names and documents such as on a government building or anything of the sort. This is in addition to the vernacular. If a new language is made for use by the government and people, then it shall be used in addition to Latin.

Article IV- The day this is signed shall be Constitution Day and every year the week that contains Constitution Day shall be a week of celebration.

Article V- The day on which the first Emperor was born shall be Emperor’s day. This day is March 11, though if the Grand Council, after the death of an emperor they deem worthy, can make another Emperor’s Day though there will not be a week of celebration.

Article VI- Upon the death of a monarch there shall be a month long period of mourning in which all flags will be flown at half mast unless it is Constitution Week or Emperor’s Day.

Article VII- Each Emperor will take a throne name which will function as a secondary name. A family name or last name shall be chosen whenever a new royal family comes to power. The emperor will be considered head the house that goes with that adopted family name which will be in Latin.

Article VIII- The capital shall be called New Alexandria and the motto shall be “Pro Citrea Pro Patria”.

Article IX- The emperor shall have no more than 1 spouse at a time. He (or she) must be the utmost example of a good citizen.

The Royal Titles Act

As of the ratification of this document there are 6 provinces, as such the northern 2 shall be recognized as the Kingdom of New Jamestowne. The other 3 provinces excluding the capital shall be New Thrace and be governed jointly by a governor and New Alexandria shall be governed by a Lord Mayor. Thus the emperor shall be King of New Jamestowne, Governor of New Thrace, and Lord Mayor of New Alexandria. The emperor is the head of the High Council and the armed Forces Council which shall be part of the official titles. His official title shall be secretary general of the armed forces council Additionally, the emperor rules by the grace of God so that shall be respected in the title. It is here proclaimed that starting with Christopher I the imperial house name shall be Augustus and this shall be followed by all emperors and empresses following him and they reserve the right to change it if need be. Empresses shall be referred to as Augusta. Therefore, the official title of the emperor is, “Christopher I Augustus, by the Grace of God, of the Currvanian Empire and its other realms and territories, Emperor, of New Jamestowne, King, of New Thrace, Governor, and of New Alexandria, Lord Mayor, Head of the High Council, Secretary General of the Armed Forces Council”

Imperial Declaration of National Emergency

We, the Grand Council of the Empire of Currvania, recognizing that the current situation is dire, do hereby propose that a national emergency be declared. We recognize that if this resolution is passed, that more power will be consolidated in the emperor. This resolution must be approved by a ¾ vote of the Grand council which means there must be 15 votes to pass at the minimum. The emperor may decide to end the emergency at any time. We must petition the courts or the Emperor to end the period if we wish it to be ended.

On the 25th of November in the year of our lord 2019 this measure is passed with 16 votes, 4 abstaining. The minimum number of 15 members approved with one voting no.

Imperial Executive Order I

I, Christopher I Augustus, by the Grace of God, of the Currvanian Empire and its other realms and territories, Emperor, of New Jamestowne, King, of New Thrace, Governor, and of New Alexandria, Lord Mayor, Head of the High Council, Secretary General of the Armed Forces Council, do hereby enact the following under the first executive order with the full power and executive authority given to my by the current national emergency recently passed by the Grand Council. This order shall go into effect at 20:00 Imperial Standard Time (19:00 Eastern Daylight Time) on the 26th of November 2019.

First, due to the nature of the emergency, the Emperor and SCOM will be able to bypass all of the Grand Council and the Armed Forces Council to do what they deem is right to rectify the situation. They will have the full power of the government as prescribed in the constitution for the duration of the emergency. They will have the full and whole backing of the military.

Second, due to the need for swift action, the rest of the Grand Council shall be reduced to an advisory committee to serve the Emperor and SCOM. They will not be able to pass laws and do their normal duties for the duration of the emergency. They will be able to advise and petition the Emperor for anything they wish to be done.

Third, the Imperial Treasury, due to the threats that prompted the emergency, will be put soley into the command of the Emperor to ensure its safety. All currency, foreign and domestic, that is kept in the treasury will be put under the purview of the Emperor so that he may fully protect against thieves.

Fourth, since the threat of revolt also prompted this emergency, nobody shall enter or leave the capital, where the most important material is located, without the Emperor being notified or without his permission. This may be enforced however the Emperor deems.

Imperial Executive Order II

Under the current state of emergency this shall be enacted using executive powers derived from “Imperial Executive Order I”. First, due to the large proportion of our population involved in government and the fact that most of them live out of country and have become disinterested in important governmental matters, the Grand Council is hereby dissolved. This will be replaced with a smaller group with more interest and zeal in government matters. The Grand Council is hereby replaced by the “High Council of the Currvanian Empire” who will pass laws to the emperor for approval. It shall be made up of, the Minister of Foreign Affairs and Relations, the Minister of Justice, the Supreme Commander of the Military, the Minister of Homeland Security, and the Minister of Defense. The Ministry of Justice will absorb all duties of the Attorney General. The Ministry of Foreign Affairs shall absorb all duties of the Ministry of Intelligence, the Ministry of Customs and Immigration and the Ministry of Trade. The Ministry of Defense shall absorb the Ministry of War. The Ministry of Homeland Security shall absorb the Ministry of Domestic Affairs. All duties belonging to former ministries not mentioned specifically in this document shall fall under the purview of the emperor. The Supreme Court of the Currvanian Empire shall now meet to ensure that these changes are allowed constitutionally. For added measure, all members of the former Grand Council shall sign this.

Imperial Executive Order III

This order hereby declares that the Currvanian Empire is no longer in a state of emergency. All power will now be laid down. All provisions under “Imperial Executive Order I” are hereby null and void. The provisions ratified in “Imperial Executive Order II” shall remain in place.

This Order shall now hereby establish the Currvanian Calendar System. The years shall be referred to as Ante Mundus Novus or Post Mundus Novus starting in 1492 A.D./C.E. this refers to the “discovery” of the new world which our empire is based in. Ergo 2019 C.E. will be 527 P.M.N. and 1 C.E. shall be 1491 A.M.N..

In addition to a new dating system, the new calendar shall reconstruct the months and weeks of the year. A week will be 5 days and there will still be 365 days in a year so there will be 73 weeks in a year There shall be 10 months of 30 days each with 6 weeks. Then an additional 2 months of 5 weeks or 25 days then a 13th month with 3 weeks making 15 days.

The months shall be named as follows in order: Natalia, Augusta, Tertia, Curryea, Quinquila, Alexandria, Neptunus, Minerva, Iovis, Decemus, Undecemus, Duodecemus, Tredecemus. The names of the days shall be as follows in order: Solis Dies, Lunae Dies, Iuno Dies, Ceres Dies, Vesta Dies.

The Property and Military Division Act

FROM THE OFFICE OF THE EMPEROR AND BY THE APPROVAL OF THE HIGH COUNCIL

ACT TO ALLOW THE CONSOLIDATION AND DIVISION OF PROPERTY AND TO CREATE TITLES FOR THE NEWLY DIVIDED TERRITORY AND FOR THE RETURN OF LAND TO THE UNITED STATES OF AMERICA AND FOR THE ORGANIZATION OF THE IMPERIAL ARMY AND NAVY.

The Kingdom of New Jamestowne shall be bisected into two provinces. The Duchy of Curryea shall make up the Northern exclave of New Jamestowne. The Principality of New Macedonia shall make up the Southern exclave of New Jamestowne. These provinces shall still be in the Kingdom of New Jamestowne and just be subdivisions of it. The State of New Thrace shall release the westernmost province back to the United States of America and the Empire of Currvania will no longer lay claim to its land. The two remaining exclaves of New Thrace shall make up the subdivisions of the state. The Southernmost exclave shall now be called the Duchy of Port Galicia. The Northernmost exclave shall be named the County of Otterbein. The two Duchies shall be governed by a Duke or Duchess and will be stylized “Duke/Duchess of (province)”. The County of Otterbein shall be governed by a Count or Countess and shall be stylized as the “Count/Countess of Otterbein”. New Macedonia shall be ruled by a Prince or Princess. The heir to the throne, once chosen, should be invested with the title “Prince/Princess of New Macedonia”. This title is reserved solely for the heir. The Emperor and High Council shall appoint the leaders of these provinces at their discretion and may remove the titles as they see fit. The Emperor shall not be the owner of any of these titles. These titles may, however be given to members of the High Council, their status as government officials does not exempt them from receiving the titles. The High Council shall vote on the matter and if a member is being suggested that person may not recommend themself to the council but may ask the Emperor. These titles may be used together, meaning the same person may own all of the titles as long as they meet the requirements and the Emperor appoints them so. We, the Emperor and High Council, recognizing the good citizenship and support of Paula J. Curry, and her support of the Emperor and the Empire, do hereby posthumously name her the Countess of Otterbein, her home. In official documents she shall be recognized as such but this does not exempt still living persons from being given the role.

This law shall fully organize and establish the structure of the Military Forces of the Currvanian Empire. As stated in the Constitution there are 2 branches, the Imperial Army and the Imperial Navy. More branches may be added if we see more growth. The Emperor represents the entire military so he should wear the insignia of Supreme Commander of the Army and Navy both on his lapels. A chart shall be attached to this document outlining the individual Officer and Enlisted ranks in order of precedence. The rank of Lieutenant Commander General/Admiral mentioned in the constitution is hereby abolished and the subordinate rank to the Commander General/Admiral will be the General of the Armies/ Fleet Admiral. If the Military of the Currvanian Empire grows large enough, the rank structure will be reconsidered and new ranks will be added to form a proper chain of command. The Military shall have an intelligence service. This service shall be named The Military Investigation and Intelligence Office (MIIO) and shall be responsible for organizing reconnicance and also for investigating crimes committed by or to military personnel. There shall be a director of this agency who oversees it all. This office shall report to SCOM. The members of the Armed Forces Council should be clarified with changes to the government and rank structure. The Emperor will head the council and the following will make up the council: the Supreme Commander of The Military, the Minister of Defense, the Foreign Minister, the Commander General of the Imperial Army, the Commander Admiral of the Imperial Navy, and the Director of The Military Investigation and Intelligence Office. Laws shall no longer need to be signed by the High Council. They must send approval to the Emperor in some documentable way. This can be done through text message, email, private messages, or comments on social media posts. This shall go into effect immediately so that, during the quarantine in which this act is written, they can virtually send approval. The Motto of the Currvanian Empire shall be changed to the following: “Pro Deo Et Patria” and “Tyrannis est semper prōgressū” May also be used.

To be signed by the Emperor once the High Council sends its approval of at least ⅗

Citizenship Act

FROM THE OFFICE OF THE EMPEROR AND BY THE APPROVAL OF THE HIGH COUNCIL

ACT TO PROVIDE A PATH TO CITIZENSHIP AND TO ESTABLISH AN APPLICATION PROCESS TO BECOME A CITIZEN OF THE CURRVANIAN EMPIRE.

All those currently in the Grand Council shall be considered citizens without having to go through this process, the former members of the Grand Council are included here,along with those who lead departments subordinate to the current ministries.. The Emperor and members of the Supreme Court are also already considered citizens. The leaders of the departments in the Office of The Emperor shall also be citizens.. Any people that live on the claimed territory of the Currvanian Empire shall be considered citizens as well. All others must go through the process established in this document to officially become citizens. Any who wish to become citizens will fill out an online or paper form with the following information: Full Name, Date of Birth, Country of Residence, and Gender. Other information that may be asked may be about reasons for naturalization, how one came to know about Currvania, etc. A citizenship test may be created that will ask about the government structure and history of the nation. A background check may be performed to determine trustworthiness. This may affect the citizenship process. A person shall not be denied citizenship based on sex, race, sexuality, or gender identity. A person’s form shall be looked over by 2 members of the government before being approved. A document shall exist to log every newly approved citizen and every person pending approval. If a person is denied, their application may be looked over by other government officials to ensure they are worth denying.
