Imperative Council

The Imperative Council of Easway (I.C.E) is the collective head of state of the Common Union. It consists of 7 members (the Grand Councillor, 4 Marquis and 2 Aldermen) and contains the executive Secretariat, handling core state ministerial affairs. The Council's core functions within the Co-operative Government is to represent Easway at the national state level and its divisional councils. It also holds some advisory and audit committee responsibilities.

Etymology

The 'Imperative' in Imperative Council of Easway refers to it gaining mandate from the commonwealth and municipal councils, which its executive members are also members of, and therefore being the highest council to represent them and the state. Councils represent deliberative bodies of different people, which are of importance in Easway's directorial republican philosophy, and refer back to the revolutionary Cyber Council.

Previously, the body was named the Imperial Council of Easway, named after the Imperial Palace Liyvazun, Essrina.

History of the Organisation

First Council

The first Council met on 25 May 2020, a day after the incorporation of Hopen island, which renamed Easway from the Mainland of Easway on Bear Island, to the Mainland Realm of Easway on Bear Island & Hopen. The organisation was originally referred to as the Imperial Council of Easway, in reference to the Imperial Palace, Essrina, where it was based. The first Council originally contained members: Chief Councillor Emizerri, Regent Marquis of Boriopa City Csyeigo, Marquis of Essrina Samme and Marquis of Urdport Neicou. The formation of the first Council is marked as ending the transitional Mutualist High Government era of the Directorial Federation and establishing the dual executive convention, which the Easwegian Government follows to this day.

Second Council

The second Council was elected on 20 December 2020.

Third Council

The third Council was formed on 1 January 2022 after elections were held on 30 November 2021.

Secretariat

The Imperative Council of Easway's Secretariat (I.C.E Secretariat) was the executive head of state body which administers paramount matters of the state. It contained the Grand Office, the Regency Office, the Ministry of Foreign Affairs, the Ministry of Finance & Economics, and the Ministry of Home Affairs. Secretariat members form part of the Cabinet of Ministers and Directors (CMD) alongside the National Directorate, an executive body which meets to carry out governmental affairs.

Legislation proposed by the Secretariat is then forwarded to the United Common Assembly, who vote on it as a whole.

The first Council Secretariat was established during the 2nd Imperative Council on 31 August 2021 and the last Council Secretariat during the 4th Imperative Council lasting from 1 January 2023 to 8 April 2023.

It no longer exists. All four portfolios of the Council Secretariat, which was the Ministry of Home Affairs, the Ministry of Culture, the Ministry of Economics and the Ministry of Healthcare and Scientific Development were transferred under the responsibility of the National Directorate, through the 50th Amendment on 8 April 2023. Federal executive powers of the council were stripped and it was, as an organization, integrated with the federal parliamentary United Common Assembly, as its permanent committee, continuing its collective head of state function. ===Fourth Council=== The fourth council began on 1 January 2023, containing the members of: Grand Councillor Emizerri, Regent Councillor and Marquis of Essrina Archienne, Marquis of Boriopa City Csyeigo, Marquis of Urdport Frankie, Marquis of the Pomors Eichorn, Alderman of Bear Island Gaia Grìbhinneach and Alderman of the Pomors Frontier Demitrou Chostacovitch.

Fifth Council

5th Imperative Council Members: (25 May - 25 November 2023) Grand Councillor Emizerri, Marquis of Boriopa City Csyeigo (until 15th August), Devaade Raizerni (from 2nd September), Marquis of Essrina Archiennè, Marquis of Urdport Frankie, Marquis of Maritime Hopen Squ Bai, Alderman of Bear Island Gaia, Alderman of the Pomors Frontier Demitrou Chostacovitch.
