Government type-semi-constitutional monarchy
parliament houses- (upper house) the plebes (people in Latin), (lower house) the dominus (lords in Latin)
What does the houses do?- a bill is assigned to the plebes, then if it passes then it goes to the dominus then if a simple majority says yes then it becomes a law.
what can the emperor do?- the emperor can sine and/or veto laws, he can also command the military. and he can assign bills to the plebes. he can also put add a someone to the cabinet and the court (with help from the dominus and the prime minister).
What can the Prime minister do?- he/she must help the emperor. and they get to be head of the Dominus.
What can leader #3 do?-she is the empress mother. and also as the imperial grand marshal of the empire she commands a 5th of the Imperial army.
