The Governor of the Federal Territory of Bhalam was head of state and representative of the Crown and the Government of Vishwamitra in the Federal Territory of Bhalam. The governor was appointed by the Rashtradhyaksh at the recommendation and advice of the Minister of Bhalam Affairs, and formerly at the recommendation of the Minister of Federal Affairs and Administration. The position of the governor was created following the annexation of the Kingdom of Bhalam as a federal territory in January 2024. The position was abolished following the expulsion of Bhalam and repealing of the act on 22 July 2024.
Narendra Singh Chhetri served as the sole Governor of Bhalam from 25 January 2024 until 22 July 2024.
History
The office of the governor of Bhalam was created under Article II of the Bhalam (Federal Territory) Act of 2024 as passed by the Lok Sabha and subsequently received royal assent. The governor was made responsible for the executive authority of the territory. While all other heads of the federal territories are titled as "Chief Commissioner", special provisions were created for the head of state of Bhalam due to historical reasons.
Powers, responsibilities, and limitations
The various powers and responsibilites of the Governor were mentioned under Article II of the Bhalam (Federal Territory) Act, 2024.
- The Governor of Bhalam was the head of state and representative of the Crown and the government of Vishwamitra.
- The Governor of Bhalam, with the advice and consent of the Minister of Federal Affairs and Administration (later amended to Minister of Bhalam Affairs), nominated a Chief Minister to perform the duties of a head of government and of a cabinet for the government of Bhalam.
- The Governor of Bhalam, with the advice and consent of the Minister of Federal Affairs and Administration (later amended to Minister of Bhalam Affairs), appointed a council of ministers, whose composition and duties was decided from time to time by the Chief Minister of Bhalam in consultation with the Governor. The Rashtradhyaksh and the cabinet of Vishwamitra approved the appointment of the chief minister and members of the council of ministers for Bhalam, before such appointments were deemed effective.
- The executive authority of the Governor of Bhalam was vested in and exercised by the council of ministers.
- The Governor of Bhalam, with the advice and consent of the Rashtradhyaksh and the union cabinet of Vishwamitra, could appoint or cause effect for the election of a body of legislators in the Federal Territory of Bhalam.
- The Governor of Bhalam was forbidden from joining federal politics, and any other body, office or agency thereunder.
Additionally, the Governor was empowered for the preservation, protection and defence of the local culture and heritage of the Federal Territory of Bhalam.
