Foreign Policy Charter of the Republic of Millius
The Foreign Policy Charter (FPC) of the Republic of Millius is the document used by the Republic of Millius to determine what the relations between Millius and foreign nations are like.
States of Diplomacy
According to the FPC, there are five states of diplomacy, outside of holding a treaty with Millius. Condemned, Not Recognized, Recognition Refused, Recognized, and Territory of Another Nation.
Condemned
The condemnation of nations relies on the following criteria: actively disturbing world peace, the government is a totalitarian regime, violates the UDHR, refuses to accept the sovereignty of a nation which the Republic of Millius recognizes.
If a nation fits one or more of the conditions on this list, it will automatically be considered condemned by Millian standards. The foreign policy leader can, if they decide, make a case for the reversal of the condemnation, and present it to the Millian Assembly. The Millian Assembly must then unanimously vote in favor of the reversal. The only other way for a reversal to occur is if the condemned nation no longer qualifies. In which case, the reversal will automatically happen.
Not Recognized
The lack of recognition of nations relies on the nation not fulfilling any of the criteria for recognition, nor condemnation.
Recognition Refused
If a nation holds the recognition refused status, it means the nation qualifies to be recognized, but was refused the privilege of recognition.
Recognized
The recognition of nations relies on the following criteria: must be in good standing with the Republic of Millius and its allies, must not be a member of NATO, CSTO, or BRICS, and must do everything in its power to preserve world peace.
A nation must fit all of the criteria to be awarded recognition. If a nation fits the criteria, it will be considered for recognition by the foreign policy leader. If they decide that the nation should be recognized by the Republic of Millius, it will be officially recognized. This recognition can be reversed at any time. If the nation is refused recognition, or if recognition is reversed, the nation will join the recognition refused category. If a nation stops fitting all of the criteria, the case will be reviewed by the foreign policy leader. They will decide whether or not the nation will lose its status as a recognized nation. This is the only case in which a nation can hold the status of recognition without meeting all of the criteria, without approval from the Millian Assembly.
The foreign policy leader can also make a case for a nation that doesn't meet all of the recognition criteria to gain recognition status. In this case, the Millian Assembly will be presented with the case, and must vote unanimously in favor of recognition for it to be awarded.
Territory of Another Nation
This is the only occasion in which the status of a nation's relations to Millius are not up to Millius itself. Territory of another nation is a category which very few territories fit, as it requires for the territory to not be a sovereign state.

Micronational Diplomacy
The standards for micronational diplomacy and macronational diplomacy are the same.
Only two micronations have any sort of diplomatic relationship with the Republic of Millius, those being the Kingdom of Cristoria, and the Holstonian Empire. The two nations were put on the radar of the Millian government for multiple reasons. One of which being the recognition of Millius by both of the nations. This, along with Atreus's previous micronational history involving the two nations, had him look into diplomacy with the two nations.
Due to the Foreign Policy Charter, the Kingdom of Cristoria did not fit the criteria for being recognized by the Republic of Millius. In fact, due to one of the requirements for condemnation being the refusal to accept the independence of a nation which Millius recognizes, and Cristoria's lack of recognition for the State of Palestine, Cristoria fit the criteria for condemnation. However, there is a power, specified in the FPC, that allows for the president to petition the Millian Assembly for the reversal of a condemnation. This petition must be unanimously passed in order for it to go into effect.
The petition was given to the Millian Assembly on 19 April 2024 by Atreus. After nearly 23 hours of on and off debate, it was passed in the House, then passed to the Senate. Where, on 20 April 2024, it was passed by the Senate, making Millian history when, for the first time, a nation's condemnation was reversed.
Due to this landmark decision, the president decided to make a speech.
"Citizens of Millius and beyond. Today, we have made a landmark decision on the status of diplomacy of a foreign nation. For the first time ever, I, along with the [Millian] Assembly, passed a petition to allow for the Kingdom of Cristoria to be recognized by the Republic of Millius, despite it fitting the criteria for condemnation. When I saw that Cristoria had recognized our nation, I was admittedly surprised. I knew the leader, due to my previous micronational and personal life. I realized that, despite everything that happened between us, professionally and personally, he was willing to put things behind us. And so am I. Cristoria, when it was originally on my radar, was an amazing, thriving nation. And there is no reason for us, as a nation, to condemn Cristoria, just because of one clause in our Foreign Policy Charter. I want to see Millius succeed, thrive. So to do that, I need to do everything in my power to expand our micronational influence. And this is just the start of that. If the government or people of Cristoria or their allies are hearing this speech, I hope to have a relationship between our nations. Together, we would thrive, we would be strong. Thank you."
