Terra Oleum, officially the Kingdom of Terra Oleum, is an unrecognized African micronation holding sovereignty over Bir Tawil with reserved claims located in the North Atlantic, where it is planned to construct artificial islands in that region. Bir Tawil was an uclaimed portion of land located between Egypt and Sudan, until it was annexed by Terra Oleum. Previously, dozens of autocratic micronations claimed sovereignty over Bir Tawil; none of them planned to do anything to improve the living conditions of the inhabitants. Terra Oleum has plans to improve the region by constructing a trading post, water reservoir, basic marked roads, and various government buildings. Terra Oleum was founded by Miles Tichner in 2023, after finding a loophole in the U.N.'s Law of the Sea, which would allow him to build artificial islands that could gain sovereignty. Terra Oleum originally only held reserved claim rights for this region of the North Atlantic. Later, on a diplomatic email, Kevin Baugh, President of Molossia, pointed out that the Law of the Sea prevented artificial platforms from gaining sovereignty. Due to this, Terra Oleum was forced to annex Bir Tawil. This allowed Terra Oleum to hold sovereignty over artificial islands, since Terra Oleum would not be located on an artificial platform.
Terra Oleum is a semi-constitutional monarchy with titular and popular sovereignty. The constitution of Terra Oleum was ratified on October 23, 2023, and called for a legislative branch called the Senate, and an executive branch with the King as head of state. The King holds veto power, can make bilateral treaties with other micronations, and can make minor laws. Originally, there was no judiciary system, and criminals were tried by the king. On December 4, 2023, the Senate established a supreme court. Due to its failure to establish a judiciary branch of government, and its lack of an article to allow amendments to be made, the current Terra Oleum Compact is expected to be abolished sometime in 2025 and replaced with a better constitution.
Terra Oleum is one of the only micronations to have no legal obstacles to gaining sovereignty. However, the government does not plan to request recognition from any sovereign nation until there is a permanent population in Bir Tawil that accepts Terra Oleum as their government. The nation's foreign policy is largely open to other micronations. Terra Oleum will readily recognize any micronation that does not claim any of Terra Oleum's territory or a large amount of a sovereign nation's. Currently, Terra Oleum is against joining intermicronational organizations, as this would limit its power to act independently and force recognition of members within the organization.

Administrative regions
Terra Oleum may annex any inhabitable land, and annexation is approved by the Senate the same way laws are passed. The king names the region and classifies it as a county or territory. Counties have a municipal government with locally elected leaders. Territories have a governor selected by the king. The governor may choose the form of government for that territory and write its constitution. Territories may act somewhat independently but are still under the national constitution and king.
Geography and climate
Terra Oleum is located in Bir Tawil, a region claimed by no sovereign nation. Terra Oleum is bordered to the north by Egypt; to the south by Sudan. The terrain is mostly rock and sand, with sparce vegetation. From August to September, Terra Oleum experiences moderate to heavy rainfall, causing the Wadi Tawil to flood. It is planned to use these floodwaters to form a lake for irrigation.
The planned artificial islands are to be on the African Continental Shelf west of Western Sahara.
Pathbusti's climate is, according to the Köppen climate classification, a very hot desert climate (Bwh). For approximately three-quarters of the year the temperature can exceed 40 °C (104 °F), and in the three hottest months (June–August) it can be as high as 45 °C (113 °F). During the winters (December and January being its mildest months), Terra Oleum can have lower temperatures, with 26 °C (79 °F) as its usual temperature peak.
Because the nation's current territory is far from the ocean (being at least 200 km (120 mi) away from the Red Sea), the Diurnal temperature variation throughout the region is large, about 20 °C (36 °F) year-round.[1]

Education
Education in Terra Oleum is for the most part provided privately, with scholarships offered by the federal government. Terra Oleum has one public school, the Terra Oleum Military Academy. Established in 2024, it trains military military personnel.[408]It also offers limited education for the general public.
Languages
Terra Oleum's official language is English, although it recognizes other regional languages. Current spoken languages include English, Arabic, various Nubian languages, and Spanish. A new national language has been developed, Pathrosian Hieroglyphics. This language is not expected to be used in regular conversations, but it could be used at cultural festivals.
