The Guild of Caelum (also known as "The Guild", or the "Caelum Guild") is a virtual State, with citizenship by voluntary membership, to provide a neutral and peace oriented State with inherent transnational residency. By consequence of being virtual the Caelum Guild's Citizens can reside anywhere in the world, and by being a State of its own the Guild can negotiate land use for Outposts in host States in which its Citizens can reside and conduct business.

Etymology

Bilateral recognition

The Guild of Caelum maintains a policy allowing for bilateral recognition of states that uphold its values and recognize it.

These are states the Guild recognizes but don't necessarily recognize the Guild in return.

In the Guild of Caelum land is not claimed for the State, and instead the Guild utilizes posts on that land of other States. In the event a Land Use agreement is established by the Guild and a Host State, an Outpost can be formed. In the event an agreement can not be reached then only Posts, informal settlements, can be created.
