The cabinet of the Government of Poplar Nerva consisted of the Ministers of State. All members of the cabinet were the heads of their respective government department, and met to discuss matters of national importance. The cabinet consisted of the following government positions (in order of importance):

• Premier of Poplar Nerva
• Secretary of the Domestic Department (Poplar Nerva)
• Secretary of the Diplomacy Department (Poplar Nerva)
• Secretary of the Treasury Department (Poplar Nerva)
• Secretary of the Justice Department (Poplar Nerva)
• Secretary of the Defence Department (Poplar Nerva)

Each position was appointed by the Premier, except for the Premier themselves who were elected by the Citizens of Poplar Nerva.
