Bluff is a borough of the State of Avon, founded in August 2021 under the State of Herzetia. Bluff is one of only two boroughs that are outside of the US state of Oregon. Bluff has no permanent population.

Etymology

Bluff's name is derived from the town of Bluff, Utah, originally a settlement founded by ancestors of A.Y in the late nineteenth century. A historic fort still stands in the town today, and is used as a museum. Belongings and stories of Young's ancestors are enshrined there, and the entire town is recognized by the Avonite government as a heritage site and protected land, though it does not sit on the actual region of Bluff, which is situated further north in the state.

Bluff's flag represents its pioneer history. The white represents the harsh winter that the San Juan Expedition took place during, the orange and blue represent the color of the landscape of southern Utah, and the wagon wheel represents the pioneers' resolve.

On 10 August, 2023, the flag of Bluff was changed for the purpose of being more aesthetically pleasing. The design is different, but the meaning behind the colors and shapes remains the same.
