The Abroad Citizenship Act (B#1.19.1) was a bill introduced in the House of Commons of the Norfolk Empire, by Green-Republican MP HRH Prince Cooper Norfolk I on 3 August 2019, the first day in the session of Parliament.

Background

1st reading

The Abroad Citizenship Act was created to allow people who want to become citizens of the Norfolk Empire but are not able to give the micronation land due to living or economic conditions to live abroad with citizenship.

The bill was read at Parliament on 3 August 2019 as the first bill in the 1st session of the House of Commons and was passed by all four members of the House of Commons.

Text

Section 1: Defining Abroad Citizenship

(A)

First of all, citizenship of the Norfolk Empire is defined as the state of having been sworn in as a citizen of the Norfolk Empire by the sitting Monarch or one of their heirs presumptive after completing a citizenship test (A.1 further explanation) created by the sitting Monarch or one of their heirs presumptive while living on territory of the Norfolk Empire. Some citizens are exempt from this process when land that they live on was conquered by the Norfolk Empire or they are one of the seven founding citizens (A.2 further definition)

(A.1)

A citizenship test created by the sitting Monarch or one of their heirs presumptive shall have ten questions created by the sitting Monarch or one of their heirs presumptive. If the test-taker finishes the test with over sixty percent of all questions correct, they can move onto to being sworn in as a citizen of the Norfolk Empire.

(A.2)

The seven founding citizens are HIM Emperor Jason Norfolk I, HRH Prince Cooper Norfolk I, HRM Duke Roger Bluetoski, HRM Duchess Jonelle Bluetoski, HRM Duke Robert Norfolk I, HRM Duchess Dorothy Norfolk I, and President Tammy Norfolk of the Republic of Tamcoop. They are exempt from doing all actions from Article (A).

(B)

“Abroad Citizenship” of the Norfolk Empire is defined as the state of having been sworn as a citizen of the Norfolk Empire by the sitting Monarch or one of their heirs presumptive after completing a citizenship test created by the sitting Monarch or one of their heirs presumptive while living on not territory of the Norfolk Empire.

Section 2: Abroad Citizens of the Norfolk Empire

(A)

Abroad citizens of the Norfolk Empire will still be considered citizens of the Norfolk Empire but will not have the ability to pay taxes or run for a public office besides the Office of the Prime Minister of the Norfolk Empire.

(B)

Abroad citizens of the Norfolk Empire can be a citizen abroad in any micronation or macronation on Earth, but not on any other physical or fictional planets like Mars or Micras.

Section 3: Foundation of the Union of Abroad Citizens of the Norfolk Empire (U.A.C.N.E)

(A)

The Parliament of the Norfolk Empire, whenever taxes shall be imposed on the citizens of the Norfolk Empire, shall create and provide funding for the Union of Abroad Citizens of the Norfolk Empire, which can be abbreviated as UACNE or U.A.C.N.E. The Union of Abroad Citizens of the Norfolk Empire shall be created by this bill, if it is passed.

(B)

The purpose of the Union of Abroad Citizens of the Norfolk Empire will be to inform abroad citizens of news relating to their situation and to protect the rights of the abroad citizens of the Norfolk Empire. The Union Leader shall be appointed by the sitting Prime Minister of the Norfolk Empire as a member of their cabinet.
