The 3.31 Conflict, also known as the 3.31 Incident, was a network conflict that occurred on the Chinese Internet. The incident initially provoked and insulted micronations and its community and culture with "Shuqianer", which aroused the dissatisfaction of the Kichi authorities. Later, the two sides began to quarrel and use force, and the conflict reached its peak on March 31. Several virtual international administrators later mediated the matter.
The 3.31 conflict caused a large number of kichians to be insulted and offended for no reason, including democracy fighters who had nothing to do with it. This incident affected the local political ecology and deepened the estrangement and confrontation between different cultures. Due to the long-term martial law implemented by Kichi and the later promulgation of the "Vtuber Act", vtuber involved sensitive political issues and became a "taboo" that prohibits public discussion. 3.31 conflict is the biggest conflict in Kichi's history. The conflict also fueled and reinforced Kichi's anti-CCP ideology.
The conflict has essentially constituted a hate crime. However, due to the fact that the conflict occurred on the Chinese Internet, and the People’s Republic of China and the Kichi could not conduct international mutual legal assistance due to political reasons, the incident has been stuck in a stalemate for a long time. Imi and “Shuqianer” have not yet been punished by law to date.

伊深Imi, Because of her fan "Shuqianer" who made inappropriate remarks about the micronation community, caused conflicts.

Although Kichian dislikes virtual anchors, the authorities sent a person to develop relations with the anchor's fan group Imi. But on March 30, the man was verbally abused by members of the fan base when he asked questions related to the Vtuber and checked the Prime Minister's Twitter. After it was discovered that the Prime Minister's political stance was inconsistent with the CCP, the man was kicked out of that fanbase.

The next day (31st), the authorities of the Kichi declared war on the fan group "Shuqianer(书签儿)" of Imi on the grounds of insulting the micronation community and the Kichi, leading to an all-out war. Due to the fierce fight between the national army of the Kichi and the "Shuqianer", the war was brought to the virtual International. The two parties sent nearly 3,000 offensive remarks to each other in the virtual international group, which caused the virtual international to be greatly affected.

"Shuqianer" declined to comment and refused to apologize, feeling that he had done the right thing. Although Imi herself did not express relevant opinions, she actually acquiesced in her fans to attack the Kichi, ignored the Prime Minister's request for help, regarded the Prime Minister's request for help as "harassment" and blocked any of the Prime Minister's social accounts. This event is one of the important events in the history of the Kichi. As a result of this incident, the Kichi was expelled from the Virtual International, dissociated from most of the member states of the Virtual International, and feuded with the Vtuber community (especially the Virtuareal). On the day of the conflict, the virtual International Supreme Council passed - Issue No. 5, blacklist the Grand Duchy of Kichi and resolutely resisted its re-joining, but in fact, there are different factions in the virtual International. Each faction has a different attitude towards the Kichi, which also leads to an awkward situation for Kichi: the royalist leader tacitly allows it to return to the virtual International through a puppet, leaders of other factions, however, are firmly opposed to Kichi's return.

Imi

Imi has not apologized for the incident, and her only official response to the incident so far is a message after the Kichi authorities sent Imi a request for help. The original text of the message has been lost, but Imi disclosed the information of the response to the bookmark in a live broadcast,[1] roughly three points:

1: Fans and anchors are independent and equal individuals, regardless of status, so there is no behaviour of one party managing the other.

2: It is Imi's greatest respect for Kichi not to comment on this matter. Imi will only do what should be done, and has no obligation or position to speak out about things that have nothing to do with Imi.

3: It's impolite to post messages repeatedly. Imi doesn't know Kichi's intentions. To protect herself, Imi can only block Kichi.

Shuqianer

Shuqianer has not made a statement on the matter so far, nor has they apologized. They feel that Kichi's political stance violates "China's political correctness", so it is necessary to attack. Imi In response to this incident, the comments were full of negative information about Kichi. Imi also thought that Kichi was unreasonable, which was agreed by Shuqianer.

Kichi

The Grand Duchy of Kichi and the Republic of Kichi, the successor state, believe that the main factor of this conflict is the conflict of different ideas between China and Western countries, and the secondary factor is the etiquette problems that Chinese vtuber fans have always had. Both regimes believe that "Shuqianer" constitutes a hate crime for its serious violations of freedom of expression and mass hate speech against the Kichi and micronational communities. In January 2023, the restructured Republic of Kichi passed the "Vtuber Act", which prohibits the promotion of Vtuber-related content, including any symbols, slogans and badges with Vtuber symbolic meaning. It is considered illegal to promote and beautify Vtuber-related culture.

Suny disagreed with Imi's response, and refuted one by one according to Imi's response:

1: Please don't put aside the relationship between the anchor and fans directly. As an anchor with a certain amount of fans, he should demand himself with higher standards, correctly guide the behavior of fans, and be cautious in his words and deeds. The "227 incident" that happened on the Internet before and the "Shangfenmo incident" that happened in the game "Astracraft" were all related to the anchor's failure to manage fans well.

3: Behaviors that ignore victims such as ignorance or even blacklisting Equally impolite. Here to tell you: Article 264 of the Criminal Law of the People's Republic of China stipulates: Anyone who publicly insults others or fabricates facts to slander others by violence or other methods, if the circumstances are serious, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance or deprivation of political rights.[2]
