The United Republics of the Heartlands, commonly known as The Heartlands or The United Republics, also abbreviated as URH, is a micronation in Central Iowa. The Heartlands were founded by M.T.J. Mac on August 14, 2021. However, they were not founded with the intent to establish themselves as an independent nation, rather they were founded as a political theory as to how a communist society in the Midwestern United States would work.

The Heartlands are a confederation of semi-independent Workers' Councils (also known as soviets as used in the early Soviet Union) all under the supremacy of the Central Committee, the executive branch, the Congress of Workers' Councils, the legislative branch, and the Supreme Court of The Heartlands, the judiciary.


Etymology

"The Heartlands" is a name commonly used to refer to the Midwestern United States.

History

The Heartlands were founded on August 14, 2021, by M.T.J. Mac. They are the realization of a political theory envisioned by Mac about a communistic society in the agricultural lands of the Midwest.

Politics and government

The government of The Heartlands is split into three branches: the Executive (Central Comittee), the Legislative (Congress of Workers' Councils), and the Judiciary (Supreme Court). There are no political parties in The Heartlands, rather all politicians self-identify with their own ideologies.

Central Committee

The Central Committee of the United Republics of the Heartlands is the primary executive committee of The Heartlands. It is made up of the Chairman, who was voted in from the Congress of Workers' Councils, and whomever they appoint to the specific offices of the Central Committee. Every office of the Central Committee is subject to the confidence of the Congress of Workers' Councils, which can be questioned at any time during their tenure.

The Central Committee is the central decision-making body of the Heartlands. Upon the first meeting of a new Congress of Workers' Councils, which occurs biennially, the members of said Congress will elect one of its members to become Chairman of the Central Committee. Most often, the Chairman will have run for the office, but this is not necessary. Upon election, the Chairman will appoint their fellow Committee members, each fitting an office which they will serve until the next Congress convenes.

Congress of Workers' Councils

The Heartlands are divided into various Republics, which each elect residents to represent their Republic in the Congress of Workers' Councils. The Congress sits for two-year terms, meeting on January 1 following the election, with each seat being open for election concluding each term. Election for the CWC occurs on the third Saturday of every other September.

The Congress physically meets in sessions, typically lasting several weeks to two months, however they may last as long or as little as its members decide. Sessions are called upon the behest of the Chairman of the Central Committee, or by passage of a motion by multiple members. The CWC is required to meet at least thrice a year.

Supreme Court

The Supreme Court of the Heartlands is the highest court in the country and serves as the primary part of the Judicial branch. It functions primarily as an appellate court, hearing appeals from lower courts of the Republics.

Military

The Heartlands is a disarmed nation and has no military.
