Tsar Kiki

Tsar Kiki is the current Tsar of Kingdom Union of Zebalandia & Sparkotopia. He is, according to the Zebalandia & Sparkotopia Constitution, the most powerful person in the Union. He is also the biggest and most important judicial head in the Union. He isn't an autocrat though, as he and his rule are restricted by the People's Assembly and the Imperial Council. Even though he is a monarch, he is still a bird, a zebra finch bird and so is the royal family of Zebalandia & Sparkotopia. His royal name is Cha-Cha the unifier. He is typically seen with his beloved wife, Belka Belkica Tsaritsa, eating canary grass seeds in his royal palace: Carjevi Kavez (The Tsar's Bird Cage).
