The La Salle Convention

NOTING the plague of digital/cyber incidents that have occurred within the Community of Small States and Nations, regarding disruptive and sometimes destructive activities, we the undersigned, coming together on the neutral ground of La Salle, on this the thirtieth day of September of the two-thousand and twentieth year of the Common Era, do agree as follows:
I. The hereby practices are unreservedly denounced and condemned:
A. Attacks on digital assets, including but not necessarily limited to: directed denial of service attacks, or similar traffic flooding attacks disrupting the operation of digital property; spoofing attacks, whereupon falsified data is used to one’s advantage in cyber-attacks; data-scraping, and other similar attacks where software is used to extract information unauthorised; and other malicious activity deemed to fall under the general umbrella of cyber-attacks.
B. Unauthorised theft and publication of private and personal information, by way of IP grabbing software; 'doxxing', through way of illicit software or sleuthing; and hacking or known attempt thereof, either to acquire personal information, passwords, emails or other information one wishes to remain private.
C. "Discord Raiding", that is intentionally causing undue disruption of communication platforms, by way of large-scale spamming; and exploitation of bots, software, or administration privileges with the intention to disrupt or damage.
D. "Online bullying" or "cyberbullying", that is actions to assert dominance or to harm others through digital means, including persistent unwanted harassment, threats, comments, etc.
II. Not only shall direct participation in the activities in Article I be condemned but indirect participation through the hiring of individuals, with the allure of a reward; coercion, ensuring co-operation through persuasive or manipulative means; and simply requesting said services be performed by a third party actor.
III. The signatories to this Convention shall not knowingly enter into any relations, diplomatic or otherwise, with any entities which engage in the aforementioned activities.
IV. There shall be two classifications of Signatories to this Convention.
A. Full Signatories
Full Signatories are required to sign the Wrythe and Edgbaston Conventions prior to signing this convention.
B. Observers
Observer Signatories will be those who have not signed the Wrythe and Edgbaston Conventions at the time of signing
V. No signatory to this Convention, by co-signing it, necessarily extends recognition of any sort to any other signatory. The collective desire to ensure that such heinous acts are ceased within the community transcends any diplomatic relations between individual states, nations, and entities.
VI. The La Salle convention shall take effect upon this present day signing, but shall remain open for signature by any state, nation, international organisation or other sovereign entities, regardless of its recognition or lack thereof by any or all of the other signatories.
