The Imperial Speaker of the Riksting is a political position in the Imperial State of Econia and serves as the presiding officer of the Riksting, the nations unicameral legislature. The Speaker is appointed by the Sovereign and cannot be a member of any political party. While serving as Speaker the holder of the office is allowed to vote on bills as any other member of the Riksting but they cannot vote during votes of confidence against the Government. The Speakers most important job is to keep order in the Riksting and make sure that it runs smoothly.
Duties and responsibilities
The Imperial Speaker serves as the presiding officer of Rikstinget, the national legislature of Econia. They are appointed by the Imperial Sovereign and serve at their pleasure with no term limits. There are 3 ways a Speaker can be removed, either personally by the Sovereign, through resignation or as a result of a Motion to vacate being approved by 2 consecutive sessions of the Riksting with a general election in between. Their primary duty is keep order in the chamber and ensure rules and decorum are properly enforced. This they do from the Speaker desk, placed in the middle of the hemicycle facing the Members of the Riksting. During debate the Speaker decides who speaks and for how long, but may only select members who rise to catch his attention and may not allow them to speak for more then 5 consecutive minutes. If members go against the rules by interrupting others, using personal insults and/or inproper language, refering to other members directly instead of adressing the chair or refuse to remain seated when not acknowledged by the chair the Speaker may expell members for the remainder of the days sitting.
The Speaker is for their tenure adressed both inside and outside the chamber as Mr Speaker. Once they leave office they are granted the style "The Honorable" for life.
As a secondary role the Speaker also serves as a ex officio member of the Riksting, altough with less rights and privilegies. So while the Speaker holds the right to vote on bills (excluding financial bills and constitutional amendments) they cant vote in motions of no confidence against the government. The Speaker is also prohibited from participating in debate and adressing the chamber. In the case of a tie, which can arise when some members are not present for a vote, the Speaker gets a second tie breaking vote to determine the matter, this does also include ordinary financial bills, but not budget bills or constitutional amendments. The Speaker is not allowed to join any political party or similar entity for the duration of them holding the gavel.
