The sototen constitutional crisis is a crisis that happened on the 9 July 2020 in the Federal republic of sototen when the president was about to check the constitution to clarify something he realised that it had disappeared from all of his devices as had a lot of the laws in sototen, in response he declared an unofficial state of emergency and called a referendum which established an emergency provisional government, the provisional government was made up of the federal council (a council consisting of MPs from the non emergency parliament and the president) and the president of the provisional republic (the president from the non emergency republic with extra powers). The referendum also gave the president powers to draft a new constitution and the council the power to ratify it (a power usually reserved for a second referendum after the draft). The new ‘basic law’ as it was named (to reflect that it wasn’t passed under usual procedures or circumstances) was starting to be drafted on the 9 July 2020, then the day after on the 10 July the president produced the official draft which was passed by the federal council just 9 minutes later at 4:45PM on Friday 10 July 2020. The president used this unexpected but easy opportunity of a new constitution to enact some changes he had been pondering in the weeks before this crisis, the main ones of these were:
- To lessen the power of the president (making it more ceremonial)
- To make Parliament elect the president rather than the voters
- To make the role of the Supreme Court (renamed to constitutional council under the new constitution) an advisory one rather than one that had power to invalidate laws
- To Change the composition of Parliament and the constitution council
- To make internet access a legal right
