President of the Council of State - chairman of the collective body of the supreme state authority of the Republic of Baltia, when, after the refusal of the oath by the freely elected president-elect, the circumstances do not allow the prime minister to perform the function of president whose primary task was to ensure the continuity of the highest state leadership, due to the session mode of work Conference. According to the regulations, the chairman is elected from the Council of Ministers.
