The Hong Kong Government in Exile (HKGE), officially the Provisional Hong Kong Government, is an organisation based in Chinatown, London. Its internal structure is government-like, it has stated that it is "not designed to take power in Hong Kong"; rather, it will be dissolved "as soon as Hong Kong becomes independent" in favour of a government formed by Hong Kongers inside Hong Kong. In addition to political advocacy, it administers a network of services and other cultural activities for Hong Kongers in the United Kingdom.
Position on Hong Kong
The territory of Hong Kong is administered by the Hong Kong Special Administrative Region under sovereignty of the People's Republic of China, a situation that the Hong Kong Government in Exile accused the State Council of the People's Republic of China for breaching the Sino-British Joint Declaration by making a decision to reject full universal suffrage in Hong Kong. The position of the HKGE is that Hong Kong is a distinct and democratic city-state in the Commonwealth of Nations with a 156 years history of British influences which has characterised Hong Kong's identity.
Headquarters
The HKGE is headquartered in Chinatown, London, United Kingdom. It claims to represent the people of Hong Kong and the New Territories.
The HKGE attends to the welfare of the Hong Kong exile community in the United Kingdom, who number around 96,445. It runs a network of services, cultural activities and economic development projects for the Hong Kong community.
Internal structure
The Hong Kong Government in Exile operates under the "Charter of the Hong Kongers In-Exile", adopted in 2017. Executive authority is vested in the Prime Minister an office currently held by Lee Chee-hwa, who was elected in 2017. The Prime Minister is supported by a cabinet of ministers responsible for specific portfolios. Legislative authority is vested in the Hong Kong Parliament in Exile.
Foreign relations
The Hong Kong Government in Exile is a full member state of the Union of City-States and has formed informal relations with the Free City of Leamouth.
