Garmany, officially the Garman Empire, is a self declared sovereign state commonly referred to as a micronation by external observers.
The empire is governed as a federal semi-constitutional monarchy. The monarch is the head of state and the chancellor sits as head of government. The monarch is granted executive powers but is only able to exercise these in accordance with the constitution and other national institutions. The chancellor wields notable powers as head of government.
Garmany is not currently diplomatically tied to any organisation or other micronation but hopes to engage in diplomacy with other micronations.
History
Established in the United Kingdom on 18 August 2023, Garmany is inspired by elements of both Imperial Germany and the British Empire. Garmany was founded by Colin I - who took the throne upon founding the nation.
The constitution was ratified, the flag adopted and coat of arms designed also on 18 August 2023.
Government and Politics
The Garman Empire is a federal semi-constitutional monarchy with the monarch being granted executive powers bound by a constitution and working in accordance with a chancellor and parliament.
While the nation is federal, allowing states to maintain their own governments, national government remains fairly centralised and a lot of power is vested in the Government of Garmany.
Monarchy
The monarchy is the highest national office in the empire. The monarch is styled as "His Imperial Majesty the Emperor" or "Her Imperial Majesty the Empress" depending on the sex of the reigning monarch.
The monarchy is granted executive powers, such as supreme command over the armed forces, absolute veto of legislation passed by the Imperial Parliament, appointment of the imperial cabinet, appointment of Supreme Court justices including the Imperial Chief Justice.
As well as the powers listed, the Garman monarch is also always the king or queen of Drunia, one of Garmany's kingdom-tier states and the sovereign and grand master of Drunian honours.
The current monarch is Emperor Colin I.
Chancellery
The Chancellor of Garmany is the empire's executive head of government. They chair the imperial cabinet and nominate its ministers. The chancellor is appointed by the monarch and serves at their pleasure. The monarch may chose any parliamentarian they wish to assume the chancellery.
The chancellor is an influential figure in the empire and an important advisor to the monarch. The monarch also cannot pass royal decrees without a counter signature from the chancellor.
The chancellor is accountable to the Imperial Parliament and is deputised by a vice chancellor.
Imperial Parliament
The Imperial Parliament is the national legislature of the empire. It is bicameral, consisting of the House of Nobility as the upper house and the House of Commons as the lower house.
The House of Nobility is appointed by the monarch is acts like the UK House of Lords combined with the US Senate. Nobility and royalty from the empire's states to represent their states at a federal level. The house also is given the power to form committees specifically for certain affairs and they also have a role in scrutinising the monarch directly.
The House of Commons is the lower house and is elected. The central government usually originates from this house. The house is elected via first past the post and has the exclusive ability to bring motions of no confidence against the government.
Bills may originate in either house and be proposed by any member, however money bills can only originate from the House of Commons. No bill can become law without passing in both houses and attaining the monarch's assent.
States
As a federal empire, the nation maintains states that are permitted to uphold a monarchy in some form provided it's to some extent a constitutional monarchy. As well as this, states are permitted to form their own state governments and legislatures.
State monarchies are restricted in rank to either be a kingdom, principality, grand duchy or duchy depending on the state itself.
Foreign Affairs
Currently Garmany does not have any diplomatic ties with any other micronation or micronational organisation. However, Garmany wants to engage in diplomacy and maybe establish a multi-nation alliance with like-minded micronations.
Constitutionally, the individual states that make up the empire cannot engage in diplomacy with foreign states, instead the empire as a whole is the one to engage in it.

Economy
At present, Garmany's economy is not established. No currency has been established or appointed to be national currency. Despite this, the Imperial Treasury is designated as the government department that oversees government and national finances.
Culture
Garmany's culture is Germanic inspired but not very centralised. Each state has its own unique cultural identity which, when brought together, serves as the empire's culture.
English serves as the national language. The national flag and coat of arms serve as national symbols. The national animal is the eagle - often being described as the "Imperial Bird" within the empire.
Geography
Constitutionally, Garmany's territory is defined as any territory claimed or annexed by the central government or the government of any of the states. Currently Skomer is claimed as the primary land claims of the empire, with the central and state governments seeking more islands like it to claim.
