History

Penguinea started as a Talossan colony of Pengöpäts, located in Antarctica, in an unclaimed sector between 90° and 150° West. After an exodus of several citizens of Kingdom of Talossa, full and prospective, on 26 September 1997, the future of Free Commonwealth of Penguinea was started. It was founded as a cultural democracy in an opposition to autocratic Talossa. In order to enact the law, Evan Gallagher was unanimously elected Provisional Protector, and he proclaimed the Free Commonwealth and its new constitution on 16 October 1997.

Penguinean democratic institutions were Protector and House of Keys (executive), Instrument of Government (constitution), Althing with Lawspeaker (legislative) and High Court with Chief Justice. Although the political system was based on individuals, there were few political parties: e.g. Gothic Peculiar Party (it-Gothijic Watacxi Plejd, GWP) and Pheurton People's Party (PPP).

Penguinea was a vivid community with rich cultural life, having many magazines, its own radio broadcast, web-serials, bands and on-line gallery of art and active participants.

As the time has flown, many axifugal forces appeared as new citizens were coming in and out. Finally, after a debate on its future, Penguinea was transformed in 2000 into Pangaean Community and later into on-line community of Polyphony. Many former Penguineans are currently citizens of Republic of Talossa.

Geography

Penguinea had its spiritual home located on island St Helena Island off the coast of Queensland, Australia. Fort Cromwell was its capitol. It was later divided into wapentakes and shires: Mu, Bran, Pheurton, Tatankistan/Yansastan and Ethelwilma.
