The Federal Excrement Claim Act of 2021 also know more commonly by the abbreviation of FECA, is a bill passed by the 1st Supreme Paloman and signed into law by President Aidan McGrath on April 8, 2021, that enables citizens of Paloma to take possession, in the name of Paloma, of territory containing human stool deposits. The territory can be located anywhere, so long as they are not occupied and not within the jurisdiction of another government.

An Act of the Supreme Paloman to create the Federal Excrement Claim Act of 2021

Whereas our General Secretary and most Honorable Chairman has signed off on this act. Be it enacted by THE SUPREME PALOMAN as follows:—

 1. Whenever any citizen of Paloma defecates a deposit of human stool on any land strip, island or rock not within the de jure lawful jurisdiction of any other government, and not occupied by the citizens of any other government, and takes peaceable possession thereof, and occupies the same, such land strip, island, or rock may, at the discretion of the President, be considered as appertaining to Paloma.

 2. The creator of the deposit should, as soon as practicable, give notice verified by affidavit, to the Supreme Paloma, of such deposit, occupation, and possession, describing the land strip, island, or rock, and the latitude and longitude thereof, as near as may be, and showing that such possession was taken in the name of the Free Socialist State of Paloma; and shall furnish satisfactory evidence to the Supreme Paloman that such land strip, island, or rock was not, at the time of the discovery thereof, or of the taking possession and occupation thereof by the claimants, in the possession or occupation of any other government or of the citizens of any other government, before the same shall be considered as appertaining to Paloma.

a. Around the human stool, the land claim from the center of the deposit will be 300 feet by 300 feet as long as the property isn’t claimed by another party.

b. If the creator of the deposit dies before perfecting proof of discovery or fully complying with the provisions of section I. of this title, his widow, heir, executor, or administrator shall be entitled to the benefits of such discovery, upon complying with the provisions of this chapter.

c. A respected member of any branch of the Paloman People’s Army who may deposit human stool cannot legally claim land under section 2, even when on a duty tour or training exercise. These terms only apply to enlisted members of the Paloman People’s Army.

 3. The discoverer, or his assigns, being citizens of the Paloma, may be allowed, at the pleasure of the Supreme Paloman, the exclusive right of occupying such land strip, island, or rock, for the purpose of obtaining land for territorial ownership for the Free Socialist State of Paloma and will be formed into territories until further notice by the Supreme Paloman.

 4. Nothing in this chapter contained shall be construed as obliging the Palomans to retain possession of the land strip, islands, or rocks, after the human stool shall have been removed from the same.
