The Federal Assembly (FA; Slovak: Federálne zhromaždenie) is the supreme body of state power of the Dubovian Socialist Republic. It exercises legislative and constituent authority in the Dubovian Socialist Republic. It has two houses, the Chamber of the People and the Chamber of the Republics. The Chamber of the People is composed of no less than 6 members, styled as "Deputies", who are directly elected for a term of four months through an open-list proportional representation system. The Chamber of the Republics has 2 members elected from reach republic on the basis of Single Transferable Vote.

The Federal Assembly's primary tasks include adopting legislation, supervising the executive branch in the exercise of its duties. When the Federal Assembly is not in session, most of its authority is exercised by the Presidium, composed of the President (Speaker), the two Vice Presidents (Deputy Speakers) and other additional deputies.

History

The Federal Assembly was first formed as the Supreme Assembly on 3rd December 2023, following legislative elections. Turnout in the elections was 70%, with the capitalist Social & Liberal Democrats winning the majority of seats.

The first session of the Supreme People's Assembly was held between 8th and 12th December 2023. During the session, the programme of the Government, a motion of confidence in the Government and the election of the President was held.

Afterwards, the Assembly passed numerous laws, and then it was suddenly dissolved following a rework of Dubovia.

Functions

The Federal Assembly convenes its session at least twice per term. Sessions last between 3 to 7 days. Between the sessions, the Presidium of the Federal Assembly exercises most of its functions. The regular sessions are convened and ended by the Presidium. Extraordinary sessions are also convened by the Presidium. The Government, one third of the deputies and the President of the Republic can request a session to be held too.

Legislative initiative (i.e.: the right to propose bills) is held by the Government, the President, deputies and also citizens. Passing bills and resolutions requires a simple majority. A majority of all the deputies is necessary to elect the President and the two Vice Presidents of the Federal Assembly, to adopt motions of (no) confidence in/against the Government or its individual members and to approve treaties. A two-thirds majority is needed to impeach the President of the Republic, to declare war, to conclude peace and to pass a resolution on self-dissolution.

Presidium of the Federal Assembly

The Presidium of the Federal Assembly (Slovak: Predsedníctvo) is the standing executive body of the Federal Assembly. It is composed of the President, Vice President and other members of the Federal Assembly. Number of members of the Presidium cannot be greater than half of the entire Federal Assembly's membership. The Presidium is active between sessions of the Federal Assembly. It issues "decrees" which have the force of law and which must be approved in the next Federal Assembly session.

The Presidium exercises all powers of the Federal Assembly between its sessions, except for the power to adopt the constitution, to pass constitutional law, to approve international treaties, to pass motions of confidence or motions of no confidence and to declare war or to conclude peace.

During extraordinary circumstances, the Presidium assumes all Federal Assembly's powers, except for the power to amend the Constitution.
