The Executive Medal of Freedom is an award typically awarded by the Presidency of Tinakula to people who have committed "an especially meritorious contribution to the security or national interests of the Republic of Tinakula, peace or other endeavors".
It's the highest civilian award in the Republic of Tinakula.
