I've read through this article, and it seems to lack focus. The subject of the article is on Julius Döring Anui, though the main focus of the article seems to be on the Lou Principle. Additionally, dates should be written in the DD Month YYYY format.

Unrelated to the draft submission, I don't feel that the your stated premises support the conclusion. Your argument seems to be as follows:

Premise 1: Humans are inherently diverse in their physical, mental, and ideological traits.

Premise 2: Disunity prevents any single action or collective will from derailing humanity's overarching purpose.

Conclusion: Rule by a "single decisive presdent" maintains political neutrality.

There is an implication of a "natural democracy," disunity , which is built into nature (P1&2). Therefore, this argument (at least with the information provided in this article) would be a non sequitur.
