HISTORY
The Ruslavian Republic or Republiká Ruslabiya is a Micronation existing in the island of Guimaras, Philippines. Ruslavia started from a backyard roleplay to a actual Micronation after its entry to the International Micronational stage in 2020. The Micronation, since 2020 had interacted with various Micronations inside and outside Philippines.
ETHMOLOGY
The Name Ruslavia or Ruslabiya came from a mixed Hiligaynon-Kinaray-a and English sentence of "Rooster nag labay sa iya" or "The Rooster had passed near him", these sentence was stated by Gat Ramon Ychon during the proposal of names for Ruslabiya. But Actually the name came from the combination of Rus and Slavic, the founder of this micronation had based the name of the Micronation from an actual state. But after the involvement of that nation to a issue, the name of Ruslavia was subjected to criticisms, taggings and discriminations by outsiders as they see it too close to that nation. A set of proposals was made during the last session of the former National Assembly to rename Ruslavia, the proposals were made so that Ruslavia will have its own unique name that will define its own unique identity, the set of propised names for Ruslavia are the following: Saburan, Concord, Mychonmar, Deutslavia, Ychonia, Mongradia, Himal-os. There are other more sets of proposed names recently had been attempted to put on the National Assembly, these are Rattansakonak, Saburan and Mongradia but the National Assembly denied those proposal, instead looking forwaed on using Ruslavia's endonymn, Ruslabiya or Ruslabya as bot English name for Ruslavia. This is to avoid another wasting of resources and time on changing documents and state properies that have the name "Ruslavia".
FIRST RUSLAVIAN STATE (2011-2017)
The First Ruslavian State (originally called Kiddie States), are considered the beginning of Ruslavian Micronation by both the Micronational Government and the people. It all began in a sunny afternoon of February 16 2010 where the three founding fathers, Gat Ramon Ychon, John Zachary and Haymer Rico, enjoying time at the grounds of the future Sanchez Palace (the former Presidential Palace of Ruslavia, currently the Residence of the Prime-Minister), Gat Ramon Ychon, 5 years old at that time, with his Older Cousin, Aljohn Ychon, 10 years old at that time, with Hayme Rico, 6 years old and John Zachary, 4 years old, created a roleplay nation called "Kiddie States". These roleplay, lasted for until they become older to have slightly better understanding simple group leadership and governance. On the year 2014, 4 years after its establishment, Hayme Rico assumed leadership and Gat Ramon Ychon became the second leader or Prime-Minister (At that time, the 3 still has no greater knowledge on how Politics and Government works). Hayme Rico, gifted on his intelligence, had proposed to have a group decision making body (which is the Legislative branch), at that time, there are still no formal structure to be considered a National Assembly, so the legislative branch of Ruslavia at that time is a Council. In that Council, the President pass proposals and the council will decide to pass it or not. Also the Council holds judicial powers, so the Council, not only holds legislative, but also judicial powers. That system ruled Ruslavia until 2016, when the first Ruslavian Republic Constitution was established. But a year after its establishment, the Republic collapsed and was succeeded by the Monarchy headed by Hayme Rico as the Czar.
The Legacy of the First Republic is that, on its humble beginnings, the members of Ruslavia at that time had learned its firsts on how a Government and a polity is managed. And with the help of Mr. Aljohn Ychon, whom the oldest at the time of the establishment of the Ruslavian Micronation, had helped its younger members, to discover things that they do not understand in their young age.
EMPIRE OF RUSLAVIA (2017-2019)
The Empire of Ruslavia (Czardom), or Begasonian Empire at that time was the sucessor state of the previous Micronation. The Empire, existed from its establishment on the 16th of February 2017, until a successful coup was staged by the Imperial Protection Forces General Yuri in February 2019. The Empire, under Czar Hayme Rico, had a very simple Governmental Structure, also during the Empire's existence, a second constitution was made by the Imperial Government headed by Prime-Minister Gat Ramon Ychon. The Constitution created a unique Governmental Structure. The Emperor or the Czar is the head of state with mininal powers to exercise, also there is the President of the Council of Ministers (the name of the post of the Prime-Minister at that time) was established. A Legislative Body was also created, the Council of the Empire, whom will exercise Legislative authority. Also there is an Judiciary, the Supreme Court of the Empire, whom will exercise Judicial powers on Ruslavia. Also due to minor age of the creators of the Constitution, and also lack of full understanding on how to draft a Government. Many parts and functions written in the Constitution are complicated to understand. Czar Hayme Rico had ruled the Empire with love and respect until a coup de'etat was staged by the Imperial Protection Forces headed by General Yuri on the 16 of February 2019, exactly 2 years after the establishment of the Empire. Czar Hayme Rico was forced to abdicate and the Empire-Micronation finally fell to the Military Junta, the Empire ended.
MILITARY RULE (16th FEB-23rd OCT 2019)
After the successful Coup staged by the IPF General Yuri, Czar Hayme Rico was forced to abdicate, ending the two-year existence of the Empire and the reinstatement of the Republic. Over the 249-day period, Ruslavia was is in constant chaos, many anti-coup groups emerged. The Ousted Prime-Minister Gat Ramon Ychon, on behalf of the Czar whom are in exile, held months of struggle in fighting the ruling Military Junta headed by General Yuri. The Junta, had seized power by the delusions of General Yuri on leading Ruslavia. His rule is short-lived. After General Yuri retured from his stay in Iloilo Province, in his 3 month absence, Gat Ramon Ychon and his faction had planned to stage another coup in hoping to reinstate the Monarchy at first, but after a conflict of plans by Czar Hayme Rico and People's Forces General Gat Ramon Ychon, Mr. Ychon, alongside the faction, decided to widraw support on the reinstatement of the Monarchy, instead on establishing a new Republic. The reason why Mr. Ychon had widrawed support on Czar Hayme Rico is its because Czar Hayme Rico plans to increase the authority of the Czar which in turn reduced the powers of the Legislative branch and of the Imperial Council. On the 23rd of October 2019, the Forces of Mr. Ychon successfully initiated the People's Coup, ousting General Yuri and his Junta.
PEOPLE'S COUP (23rd OCT 2019)
A successful coup was initiated by Gen. Gat Ramon Ychon and his forces ousting the Military Junta headed by General Yuri of the Imperial Protection Forces (IPF). After the Coup, the ousted leader Gen. Yuri was forced to be detained on their residence for 4 days and was later deported from Ruslavia back to their residence in Iloilo Province. After the coup, General Gat Ramon Ychon and his Forces established the Provisional Government and had began planning on the establishment of a new Government and had drafted a new constitution for that new Government.
PROVISIONAL GOVERNMENT (23rd OCT-23rd NOV 2019
The Provisional Government of Ruslavia lasted for a month, during that period, the Provisional President Gat Ramon Ychon and his Provisional Council had drafted a new constitution that will ste the new structure of the Government of a new Democratic Micronation.
SECOND RUSLAVIAN STATE (23rd NOV 2019-PRESENT
After drafting of the New Constitution (The 2019 Constitution) the Provisional council then called a election, in that election, Provisional President Gat Ramon Ychon was elected President of the New Ruslavian Republic. Also a first Formal Legislative Branch was established, the Congress of Ruslavia. During the first months of President Ychon's leadership, his Administration had faced constant problems and also constant changing of Governmental system. The Government had transitioned several times from one Government to another, Constitutions lasts for only a month,the reasons for the constant changing of Government is that the Ruslavian Government has lack of more active participants causing the duties of some ministries or even the Congress to be delegated to the President. This caused instability and power grabbing between active Government Officials. The Micronation had faced multiple coups, by the National Guards. Although President Ychon survived attempts for his removal, he had still done his best on preventing the collapse of the Micronation.
In the year 2020, the Micronation discovered that there is a existing Facebook Group of Micronations and Micronationalists. At the same time, the Micronation had interacted with various Micronations such as the other Philippine Micronations of the Independent State of Kaleido, Free Rendonese State, Metropolitan Electorate of Fidelis, The Federal Republic of Luna, the Republic of Gerussia, the Principality of Amarath, and the Federation of Okasakawa. These mentioned nations are also members of the Association of Micronations in the Philippine Islands (AMPI).
The Ruslavia Republic entered AMPI on 23rd of May 2020, having the leaders of the members-states assisted the Ruslavian leadership on how a Philippine Micronation should and the importance of stability and good Governance. On th 9th day of December 2021, as Rusoavia faced possible collapse due to instability and the increase of inactive members, the remaining active members of the Government with President Ychon had annouced Ruslavia's depart on the Association. President Ychon thanked the Association and its members on their full support and help to Ruslavia during its membership. After Ruslavia's depart on the Association, due to inactivity of some members of the Government. President Ychon issued an order suspending the operations of the Government until further notice. The next year, the Micronation, had again created a new constitution, the 18th Constitution of Ruslavia, in whuch reestablishing the Ruslavian Federation. On the 7th of May, President Ychon was sworn in as President and Gat Lance Gabriel as Premeir, but then again, the Federation failed and the Micronation, from decentralized, was returned to a centralized Micronation. On the 1st of June 2022, President Ychon declared the establishment of a Provisional Government, suspending the previous constitution and beginning the process of drafting and planning of a new Constitution for the proposed structure of Government. During the period of the drafting, members of the Provisional Government argued some proposals for the new structure of the Micronational Government. Some say that Ruslavia must remain a Federal State, but with more decentralized system as to give local units more powers in overseeing their area. Some also argued that Ruslavia must be Centralized so that the Central Government could oversee all of the Ruslavian territories and also to avoid issues in the future. After that long planning, on the 30th of July 2022, the Constitution is already finished and are now to be signed. The Provisional Council, the National Council for Peace and Order (NCPO), summoned active members of the Micronation and had called a election for the post of the President, Vice-President, Prime-Minister and of the National Assembly. Nobody from the people and from the NCPO had ran for the Presidency and on the VP, so it remained vacant for a day, meanwhile Gat Ramon Ychon was elected Prime-Minister of the Ruslavian Republic. He, later also assumed as Acting President, so that he can temporarily fill the vacancy. On this new Government, under the 19th Republic Constitution of Ruslavia (30 July 2022-), the powers of the President was reduced to ceremonial and all of its executive powers was transferred to the National Assembly headed by the Prime-Minister, whom alos in turn the Chairman of the Council for Unity, the highest Council of Ruslavia. Currently, the Micronation is trying its best to return and to be active again. Recently, the Council for Unity appointed a first non-native Ruslavian citizen to become a Ruslavian President. Mr. Angelus I of Okasakawa was appointed President by the Council for Unity. Although was born as Okasakawan, the Government had issued him special citizenship so that he can serve as President of Ruslavia.
POLITICS
After the ratification of the 19th Republic Constitution of Ruslavia (30 July 2022-), a new structure of the Government was created. Ruslavia, is a One Party Democratic Constitutional Republic in which the Nationalist Party of Ruslavia (PARTNASYO), manage the Political, Social and Economic day-to-day activities of the Micronation. The Government of Ruslavia is a very complicated and also unique. The following below are some of the branches of the Ruslavian Political system.
THE COUNCIL FOR UNITY
The Council for Unity is the highest Council in the Ruslavian Micronational Government. It is a special Council for the ruling Nationalist Party. It composes of 7 top Party members, chosen by the members of the Nationalist Party. The 7 members of the Council for Unity will elect the Council Chairman in which will be the de facto Supreme Leader of Ruslavia. The Council Chairman will be responsible for overseeing the Council for Unity and of the appointment of various Ruslavian Government Officials. The Council for Unity will elect the President and Vice-President of the Ruslavian Republic, whom will serve for 2 years. Also the Council will be responsible in guiding the Government of Ruslavia so that the principles of the Party will be secured.
THE PRESIDENT & VICE-PRESIDENT
The Head of State of Ruslavia is the President. Elected by the Council for Unity (Article 4 section 2 of the 19th Republic constitution of Ruslavia), the Roles of the President is to serve as the symbol of the unity of the Ruslavian people and has no political powers to exercise.On Article 4, section 1 of the Constitution, the other ceremonial functions of the President is to serve as the Commander-in-Chief of the Ruslavian Self Defense Forces (RSDF), Award state medals and decorations, Open the session of the National Assembly Annually with the Prime-Minister to deliver the SONA, and as the sole protector of all religions, races and genders inside Ruslavia. The President is expected to serve for 2 years, after that, the President can be reelected. Th qualifications for the candidate for the Presidency are the stated on the Article 4, section 3 of the Constitution, here are the following: (1) Atleast 13 years old on the day of the election. (2) Having clean records. (3) ble to read and write. (4) A registered Ruslavian citizen for 6 months [on some occasions, with the permission of the Supreme Tribula Court of Ruslavia. The Candidate whom are not naturally born Ruslavian or had been given citizenship less than 6 moths does not require the candidate to wait 6 months for him or her to be able to run for the post, but this only happen on special occasions].
There is also a Vice-President, with same qualifications needed for a candidate to be allowed to run for this post. And also the roles of the Vice-President is to be the sucessor of the President in case the latter cannot perform his or her ceremonial duties.
THE PRIME-MINISTER
The Prime-Minister of the Ruslavian Republic is the Chief Executive official of Ruslavia as the Head of the Government. He or she has all of the constitutional obligations of overseeing the Government and all of the Activities of Ruslavia.

•The Following below are the List of the Heads of State of Ruslavia from February 2010 to present. In total, there are 8 official head of states, 1 on which is a Monarch and the rest is the President. In actual history of Ruslavia, there are many more Unnoficial head s of state but the National Assembly of Ruslavia considers not to recognize those Unnoficial leaders as technically some are the same persons but had ruled different governments and some are historically debated. The Current Head of State is H.E Angelus I, he is from the Federation of Okasakawa, was given a Ruslavian citizenship and was appointed President of the Ruslavian Republic by the Council for Unity and had began serving as the 7th Official President of Ruslavia on the 26 of December 2022 ad to serve until 16 February 2025.

•The Following below are the former and current Heads of the Government of Ruslavia. During 2019-2020 Leadership, the powers of the Prime-Minister are limited. But during the Rule of Gat Ramon Ychon as Both President Prime-Minister from 15 August 2020 - 7 February 2021, the powers of the Prime-Minister was increased. After that it was again returned to limited during the Premeirship of Gat Lance Gabriel (7 Feb 2021- 30 July 2022). Currently, after the implementation of the 19th Republic Constitution of Ruslavia (July 30 2022-), the powers of the Prime-Minister was again increased and the powers of the President was transferred to the Prime-Minister and the State Council. Currently the Prime-Minister of the Ruslavian Republic is H.E Gat Ramon Ychon (30 July 2022-) appointed by the National Council for peace and Order (NCPO).
