The People of Jerrabomberra's Constitution Act is the Constitution of the People's Republic of Jerrabomberra. It was started on 6 September 2023, and finished on the 13 November 2023. It is broken down into four chapters. It was written by A.W.K. and F.S.D.

Constitution

The almighty people of the Territories of the Bushes, the Dominion of Snozzwanglia, the Meme Republic, Joorbaabistan, Jerrabomberra, and Jerrabomberra Public School unite under one, in a binding union as the People’s Republic of Jerrabomberra. By the blessing of the Crown of the Dominion of Snozzwanglia, the Snozzwanglians shall be led by Her Majesty Queen of the Dominion of Snozzwanglia.

An Act to constitute the People’s Republic of Jerrabomberra may be referred to as the People of Jerrabomberra’s Constitution Act.

The Republic in this Act shall mean the People’s Republic of Jerrabomberra under this Act. The Dominion in this act shall mean the Dominion of Snozzwanglia under this Act, and led by Her Majesty Queen of the Dominion of Snozzwanglia. Her Majesty in this Act shall mean Her Majesty Queen of the Dominion of Snozzwanglia. The Cabinet in this Act shall mean The Cabinet of the Monarch’s Representative. The High Court in this Act shall mean The High Court of the Republic. The Monarch’s Representative in this Act shall mean the Monarch’s Representative in office.

The sections of this Act referring to Her Majesty of the Dominion of Snozzwanglia will extend to Her Majesty’s heirs, successors and descendants with titles to the Crown.

This Act, and all laws made by the Congress of the People’s Republic of Jerrabomberra under this Act, shall be binding on the courts, and with the people of all parts of the Republic, notwithstanding the laws of the Commonwealth of Australia shall still be in effect until stated otherwise.

Chapter 1, Section 1, Paragraph 1: Bestowing the power of the Legislative branch of Government

The power of the Legislative branch of Government shall be bestowed in a Congress of the Republic and Her Majesty the Queen of the Dominion of Snozzwanglia.

Chapter 1, Section 1, Paragraph 2: The Monarch’s Representative

A Monarch’s Representative, appointed by Her Majesty, shall have to be the representative of the Snozzwanglian Electorate in Congress. The Monarch’s Representative shall have and may exercise, during Her Majesty’s pleasure, but subject to this Act, such powers and functions that Her Majesty may be pleased to assign to them, while Her Majesty is absent from Congress. The Monarch’s Representative must act in accordance with Her Majesty, or they shall lose all of their positions in Government. The Monarch’s Representative shall not give up their normal powers as a representative.

Chapter 1, Section 1, Paragraph 3: Salary of members of Congress and The Monarch’s Representative

The members of Congress, not including the Monarch’s Representative shall, until Her Majesty decides otherwise, be paid a sum of 0 Units. The Monarch’s Representative, until Her Majesty decides otherwise shall be paid a sum of 0 Units.

Chapter 1, Section 1, Paragraph 4: Sessions of Congress

Congress shall meet in times appointed by the Monarch’s Representative, as they see fit. In the following times there must be a meeting of Congress: Within 10 days of the end of an election for The Republic. At least twice a month. If these deadlines are not met then every representative in Congress shall be removed from their positions in Congress.

Chapter 1, Section 1, Paragraph 5: Duration of Congress

Congress shall continue for no more than 4 months since the first meeting of that Congress, but may before then be dissolved by the Monarch’s Representative if deemed necessary.

Chapter 1 , Section 2, Paragraph 1: Number of Members of Congress

Electorates and number of seats in Congress:

Jerrabomberra: 2

Jooraabistan: 1

Dominion of Snozzwanglia: 1

Meme Republic: 1

These numbers, except for the Dominion, may change with a vote from Congress, but should stay roughly equal and proportionate to the number of citizens in each electorate, and each representative shall represent no more than 10 citizens of the Republic.

Chapter 1, Section 2, Paragraph 2: Electorates and their boundaries

The electorates and their boundaries shall be decided by Congress. The electorates and their boundaries may also be changed by Congress.

Chapter 1, Section 2, Paragraph 3: Qualifications of Electors

Qualifications of electors shall be determined by Congress. Until decided otherwise, by Congress, electors must be above 10 years of age as well as having citizenship of the Republic. Each elector must only vote once during each election or referendum.

Chapter 1, Section 2, Paragraph 4: Qualifications of members of Congress

Qualifications of members shall be determined by Congress. Until decided otherwise, by Congress, members must have the same qualifications as an elector of members of Congress. Members of Congress shall also have to have been a citizen of the Republic for at least 2 months.

Chapter 1, Section 2, Paragraph 5: The Speaker and provisions relating to the Speaker

Congress shall, before conducting any business, make sure that the role of Speaker is filled. The Speaker shall give up the seat of Congress that they represent to become Speaker. If the electorate that they represent in Congress is without any form of representation, a new member may be elected if Congress so desires. In the absence of the Speaker, Congress shall appoint one of their own members to be Speaker.

Chapter 1, Section 2, Paragraph 6: Quorum of Congress

Until decided otherwise by Congress, the minimum number of members needed to constitute a quorum is half, rounded up to the nearest whole number. Congress shall not conduct any business before meeting these requirements.

Chapter 1, Section 2, Paragraph 7: Voting in Congress

Questions arising in Congress shall be decided by a majority vote, without the Speaker. If there is a tie, the Speaker shall cast the deciding vote.

Chapter 1, Section 3, Paragraph 1: Powers of the Legislative branch of Government

The Legislative branch, with powers bestowed in Congress, shall have such powers to pass legislation that ensure peace, prosperity and Communist ideals with concerns to national matters, until the Monarch’s Representative decides otherwise.

Chapter 2, Section 1, Paragraph 1: Bestowing the power of the Executive branch of Government

The power of the Executive branch of Government shall be bestowed in Her Majesty the Queen of the Dominion of Snozzwanglia.

Chapter 2, Section 1, Paragraph 2: The Cabinet of the Monarch’s Representative

A Cabinet of the Monarch’s Representative shall be formed to advise the Monarch’s Representative on executive decisions, and shall be chosen by the Monarch’s Representative. It shall be formed with every new Government. Cabinet members shall operate during the Monarch’s Representative’s pleasure. The Monarch’s Representative has the power to remove Cabinet members from office.

Chapter 2, Section 1, Paragraph 3: Provisions relating to the Monarch’s Representative

The provisions of this Act referring to the Monarch’s Representative in the Cabinet shall mean the Monarch’s Representative with advice from the Cabinet.

Chapter 2, Section 1, Paragraph 4: Prime Minister of the Cabinet

A Prime Minister, the leader of Government, may be elected by the ruling party of Congress, and if so elected shall become the leader of the advising ministers of the Monarch’s Representative.

Chapter 2, Section 1, Paragraph 5: Ministers of the Cabinet

The Monarch’s Representative may appoint Cabinet members to become ministers of different matters of interest. They shall operate as ministers and during the Monarch’s Representative’s pleasure. Ministers must be members of Congress. Ministers shall be referred to as Secretary of _________.

Chapter 2, Section 1, Paragraph 6: Number of ministers

Until decided otherwise by Congress, the minimum number of ministers that the Monarch’s Representative shall appoint is three.

Chapter 2, Section 1, Paragraph 7: Salaries of ministers

Until decided otherwise by Congress, the salary of ministers shall be 0 Units.

Chapter 2, Section 1, Paragraph 8: Control of Armed Militias and Naval Forces

The control of Armed Militias and Naval Forces is bestowed in the Monarch’s Representative, but the Cabinet must advise the Monarch’s Representative and the Monarch’s Representative must take their advice into account.

Chapter 3, Section 1, Paragraph 1: Bestowing the power of the Judicial branch of Government

The power of the Judicial branch of Government shall be bestowed in a High Court of the Republic. It shall consist of a High Justice and between 2 and 6 other Justices.

Chapter 3, Section 1, Paragraph 2: Appointment, removal and changes to Justices

The Justices shall be appointed by the Monarch’s Representative, and may only be removed by the Monarch’s Representative with approval from Congress. Congress may add Justices to the High Court in accordance with this Act, but may not diminish their numbers while Justices are in office.

The terms of Justices and the High Justices shall be 1 year, until the Monarch’s Representative, with approval from Congress, decides otherwise.

Chapter 3, Section 1, Paragraph 4: Other Courts

Until decided otherwise by Congress, no other courts with jurisdiction in the Republic may be created.

Chapter 3, Section 1, Paragraph 5: Jurisdiction of the High Court

Until decided otherwise by Congress, the High Court has jurisdiction to:

1.Hear pleas

2.Send the guilty of crime to punishment

3.Determine questions arising in law

Chapter 4: Rights and Responsibilities of the Citizen

Citizens have the right to a fair and just trial in the High Court.

Citizens have the right to food, water, shelter and clothes.

Citizens have the right to free speech and self-expression without punishment.

Citizens have the right to move within the Republic.

Citizens have the right to equality in law.

No citizens shall be subjected to torture or violence.

No citizens shall be held in a state of slavery or forced servitude.

No citizens shall be unjustly arrested by the Republic.

No citizens shall be killed against their will.

No citizens shall infringe on others rights and responsibilities.

No citizens shall own bourgeois private property.

Citizens must pay a sum of money, as the government prescribes, to the government, and must vote for a government if 10 or above.
