Pathbusti, formerly the Kingdom of Terra Oleum, is an unrecognized African micronation holding sovereignty over Bir Tawil with reserved claims located in the North Atlantic, where it is planned to construct artificial islands in that region. Bir Tawil was an unclaimed portion of land located between Egypt and Sudan, until it was annexed by Pathbusti. Pathbusti was founded by Miles Garrison¹ in 2023, after finding a loophole in the U.N.'s Law of the Sea, which would allow him to build artificial islands that could gain sovernignty.

Terra Oleum’s name was deemed unfitting for the nation following the annexation of Bir Tawil and was changed to Pathbusti on February 6, 2024.

Etymology

Prefix is derived from Pathros, the region mentioned in Genisis that Bir Tawil is in today. Suffix is derived from Burcuresti, the Romanian name for Bucharest. Originally named Terra Oleum, "Land of Oil" for the wealth of oil on the planned artificial islands, it was changed to Pathbusti following the annexation of Bir Tawil.

History

Establishment Period(October 23-December 5, 2023)

Terra Oleum Compact

Pathbusti was established as Terra Oleum on October 23, 2023, by the Terra Oleum Compact. The Terra Oleum Compact (still the constitution of Pathbusti) was ratified on October 23, 2023, and called for a legislative branch called the Senate, and an executive branch with the King as head of state. Due to its failure to establish a judiciary branch of government, and its lack of an article to allow amendments to be made, the current Terra Oleum Compact is expected to be abolished sometime in 2025 and replaced with a better constitution.

The original intent of the formation of Terra Oleum was to establish a free, independent, small state on an artificial island and to exploit the vast amounts of oil in Africa's Coastal and Offshore oil reserve. Terra Oleum first only held reserved claim rights for this region of the North Atlantic. Later, it was pointed out that the Law of the Sea prevented artificial platforms from gaining sovereignty. Due to this, Pathbusti was forced to annex Bir Tawil. This allowed Pathbusti to hold sovereignty over artificial islands, since Pathbusti would not be located on an artificial platform.

The remainder of the Establishment Period was relatively uneventful, with the first session of the Terra Oleum Senate being held. The black dot in the canton of the flag was removed at this time, and the Wrythe Convention ratified.

December Rebellion

The short-lived December Rebellion was a coup staged by army sergeants Slagle and Noah on December 5, 2023. Slagle and Noah had been repeatedly threatening the king with assassination and takeover of Terra Oleum. On December 5th, they seceded from Terra Oleum and started recruiting members of the military for “Slayway”. The king hastily signed a nonaggression pact with the rebels on the account that they would remain citizens of Terra Oleum and not recruit any more of the military. The peace was short-lived. Shortly afterwards, Slagle started recruiting more citizens. The King Miles declared Terra Oleum to be in a state of emergency and held a meeting of the Senate. He faced 3 options: Declare war, declare a government shutdown, or abdicate. However, other events occurred before a decision was made. “Slayway” was declared an oligarchy with Slagle and Noah as co-dictators. Arguments began over the name of the country, with Slagle wanting it to be called the “Bagle Empire”, and Noah wanting it to be “Slayway”. In the end, it was unofficially called “Slayway”, but Slagle started to claim higher authority than Noah. In a secret meeting with the king, Noah agreed to rejoin Terra Oleum if he was made co-ruler. The king agreed. After asking Slagle for the “Slayway” constitution, Noah secretly disposed of it and made known his intentions. “Slayway” quickly dissolved. Noah emerged as Co-king of Terra Oleum and faced no charges. Slagle was expelled from the Senate for 1 year.

Diarchy (post December 5)

Following the December Rebellion, Terra Oleum became a diarchy. On February 6th, the Senate passed a bill to change Terra Oleum's name to Pathbusti and make Protestant Christianity the state-protected religion. The protection of Protestant Christianity was based off of 2023 census results which reported that 100% of the population were Protestants.

Politics and government

Pathbusti's government is divided into 2 branches: executive and legislative. A judiciary system exists, but constitutionally is not a branch of government. The official seat of government is Dale, but some of the government will be located at the Terra Oleum Territorial Islands (most likely the Senate), as this would be a much more populated region.

Monarchy

The Monarchy is the executive branch of Pathbusti. The king holds veto power and can make bilateral treaties with other micronations. The monarchy may also pass non-federal laws (not affecting the entire nation) and federal laws lasting 5 days. The monarch is the Commander-in-Chief of the Armed Forces of Pathbusti. Following the December Rebellion, there has been a diarchy, with King Miles and King Noah ruling as Co-kings. The de-facto diarchy is not expected to last long.

Senate

The Senate of Pathbusti is the legislative branch and is comprised of 9 Senators and a President of the Senate (the Prime Minister). Senators constitutionally are appointed by the king, but he has delegated this power to the people. Elections of senators is every 2 years, along with the Prime Minister. The Senate may pass federal laws, but they may be vetoed by the king with no hope of passing again. The dates for a law to come into effect is officially its date of passing, but in court is the date it was signed into law.

Law and order

Pathbusti's police force comprises of the military, which is one of its main roles. Lawbreakers are tried by the Supreme Court (with the exception of territories, in which case they are tried by the governor). While not an official branch of government, it still holds significant national power. Currently, the Supreme Court comprises of 1 judge because of low crime rates.

Military

The military of Pathbusti comprises of 2 branches, the Army and Coast Guard. Both are small voluntary branches, comprising of 3 units altogether. The Commander-in-Chief of the Armed Forces of Pathbusti is King Miles, who has retained that position from before the December Rebellion. Currently, as it is a volunteer force, a complete census of weaponry would be unconstitutional (right to own property, Terra Oleum Compact §3.5). King Miles has set the maximum military personnel at 150, as Pathbusti simply does not need a large military for such a small country.

Army

The chief role of the Army is to defend Pathbusti on land, protect the king, and act as a police force. A Royal Guard unit exists. Primary weapons during wartime would include rifles, cannon, drones, and small missiles.

Coast Guard

The chief role of the Coast Guard is to defend Pathbusti on the coast and at sea, border patrol, and customs agents.

Wadi Tawil Dam

Planned Wadi Tawil Dam

The Wadi Tawil Dam is an embankment dam planned to form a lake south of Gabal Tawil National Park along the Wadi Tawil River. The lake would provide water for irrigation on surrounding farms and supply water for the capital.

Dale

Dale would be the capital of Pathbusti. Water would be supplied from the Wadi Tawil Dam and wells. Electricity would be supplied from wind turbines. The official residence of the king would be here and possibly the Senate building, along with the majority of the military.

Artificial Islands

Artificial Islands in the Atlantic off the coast of Western Sahara would provide Pathbusti with a wealth of oil resources. The islands would be located over a vast oil field and would provide sufficient funds for a government and permanent population. Automotive vehicles will be banned on the islands except for emergency vehicles, as this would accelerate the need of structural repairs crucial for the stability of the islands.

Foreign relations

Pathbusti recognizes all declared states de facto, but will not engage in regular diplomatic relations and treaties until formal, mutual recognition is granted to a state. Pathbusti currently has an embassy in the United States that is currently the seat of government (Pathbusti has no offices in Dale).

Administrative regions

Pathbusti may annex any inhabitable land, and annexation is approved by the Senate the same way laws are passed. The king names the region and classifies it as a county or territory. Counties have a municipal council made up of citizens and a governor and have 1 vote in the Senate for every 14% of the population (this varies. The formula for the number of people per senator is: Population ÷ (# of counties + 1)). Territories may act somewhat independently but are still under the national constitution and king. Nationalized Zones are unofficial regions containing high percentages of non-resident citizens (NRCs).

Geography and climate

Terra Oleum is located in Bir Tawil, a region claimed by no macronation. Terra Oleum is bordered to the north by Egypt; to the south by Sudan. The terrain is mostly rock and sand, with sparce vegetation. From August to September, Terra Oleum experiences moderate to heavy rainfall, causing the Wadi Tawil to flood. It is planned to use these floodwaters to form a lake for irrigation.

The planned artificial islands are to be on the African Continental Shelf west of Western Sahara.

Pathbusti's climate is, according to the Köppen climate classification, a very hot desert climate (Bwh). For approximately three-quarters of the year the temperature can exceed 40 °C (104 °F), and in the three hottest months (June–August) it can be as high as 45 °C (113 °F). During the winters (December and January being its mildest months), Pathbusti can have lower temperatures, with 26 °C (79 °F) as its usual temperature peak.

Because the nation's current territory is far from the ocean (being at least 200 km (120 mi) away from the Red Sea), the Diurnal temperature variation throughout the region is large, about 20 °C (36 °F) year-round.[1]

Economy

Petroleum is an important industry of Pathbusti

Pathbusti's economy is primarily made up of tourism and petroleum drilling. Nomadic residents in Nubian Territory and East Tawil herd cattle and sheep. Gold mining is another industry in the Bir Tawil region, with many prospectors. The region is currently unsuitable for farming, but irrigation canals provided by the Wadi Tawil Dam would make this possible. Industries on the Terra Oleum Territorial Islands include tourism on the tropical beaches, petroleum drilling, fishing, and small industry. Petroleum drilling would be the largest industry in Pathbusti (the artificial island is planned to be built over an oil field), with revenue from it estimated at $8,000,000 each year.

Pathbusti's official currency is the United States Dollar (USD). A new currency is being considered, but until a permanent population is established, would be useless.
