The Micro State International Civil Aviation Organization (MSICAO) was established on May 3, 2024, by Secretary-General Bai Chai Coffee and the Republic of Lanaca, with support from various governments. The inaugural International Civil Aviation Assembly took place on August 3, 2024[1], in Larnaca, where the Convention on International Civil Aviation (also known as the Larnaca Convention) was signed, formally establishing MSICAO.

The organization aims to meet the growing international civil aviation needs of microstates by establishing aviation standards and operational procedures. Its goals include promoting international peace, sustainability, and the development of a civil aviation environment while ensuring consistent civil aviation operations, enhancing safety and efficiency, and maintaining global aviation safety.

Mission and Vision

Mission

The mission of MSICAO is to promote a peaceful, sustainable, and development-focused civil aviation environment and to ensure the safe, efficient, and sustainable development of international civil aviation for microstates. It is dedicated to establishing international aviation standards and regulations, providing professional training and certification services to ensure the highest standards of global aviation control and management.

Vision

To become the world's leading institution for setting international aviation standards and a center for professional aviation talent training, promoting cooperation and development within the international aviation industry, ensuring the safe, orderly, and efficient operation of international civil aviation transportation, and promoting the sustainable economic development of global air transport while minimizing its environmental impact.

Main Functions

Establishment of International Standards and Regulations

To establish and update international aviation standards and regulations covering areas such as aviation safety, air traffic management, and environmental protection, ensuring uniformity and standardization of global air transport[2].

Training and Certification

To provide professional training courses and certification services for air traffic controllers[3] and other personnel related to the aviation industry. MSICAO's training courses cover basic theory, practical operation, and professional development, aiming to improve the professional skills and knowledge of aviation practitioners.

International Cooperation

To promote cooperation and exchange between member states, mediate international civil aviation disputes, and drive collaborative development in the global aviation industry. By hosting international conferences, seminars, and workshops, MSICAO shares the latest technology, knowledge, and best practices.

Supervision and Evaluation

To monitor the compliance of member states and related organizations, ensuring their operations and management meet international standards. Regular evaluations and reviews are conducted, providing recommendations and support for improvements.

Organizational Structure

Council

Composed of member states elected by the Assembly, the Council is responsible for formulating strategic guidelines and making major decisions in accordance with the resolutions of the Assembly. The Council holds regular meetings to discuss and deliberate on key issues. The Council is led by the President of the Council, and within the Council, there are several committees:

The Secretariat is the highest permanent administrative body of the organization, led by the Secretary-General, and consists of the following bureaus:

Airline Registration

According to the Convention on International Civil Aviation, all airlines must register with the Microstate International Civil Aviation Organization, obtain an airline registration certificate, an MSICAO code, and a callsign. This registration will be used for building the global airline list and related information databases.
