Hillsborough (Māori: Pukekāroro) is the capital city of Roskill. It is located in the south side of the nation, surrounded by the Auckland suburb of Hillsborough. The most populous city in the country, Hillsborough has a permanent population of 11, which fluctuates over the Christmas season, when extended families of residents visit.

Hillsborough is the main centre of politics within Roskill, with Hillsborough Palace being situated within the city. Hillsborough Palace is the residence of the Monarch, Hugh Michael I. It is also where meetings of the National Council and important foreign talks are held. Located within Hillsborough is the Royal Treasury, the monetary authority of the nation. Because of this, Hillsborough is the main centre of finance of business within the country.

The status of Hillsborough as a city was proclaimed on 22 October 2022, along with the Proclamation of Independence of the Kingdom of Roskill. The administration of the city is run by the Mayor of Hillsborough, an appointed role based upon the status of the managerial office of Hillsborough Heights Village (the retirement village Hillsborough is based in). The current Mayor is Penny Smith, who has been serving since the creation of the capital city.
