The Senate (Balzian and Filipino: Senado), is the upper house of the Balzian Congress, which operates under a bicameral system along with its lower house, the Chamber of the People (Balzian: Chambre dos Popolé). These two houses form the Legislature of Balzi. The Senate is composed of seven senators, each of whom is elected directly by the populace at a national level under the authority of the 2022 Balzian Constitution.
The composition and powers of the Balzian Senate are defined by the 2022 Constitution of Balzi. Senators in Balzi are elected by popular vote every four years, a process that coincides with the elections in the Philippines. Each senator is eligible to serve two consecutive terms. The Senate possesses the authority to confirm all cabinet appointments made by the President of Balzi. Additionally, it holds the power to impeach officials, contributing to the checks and balances system designed to regulate the powers of the executive branch. Both the Senate and the Chamber of the People are instrumental in ensuring a balanced distribution of governmental powers.
Powers
The Congress of Balzi operates under a structure similar to that of the Congress of the Philippines, featuring two chambers with comparable powers. In this bicameral system, both the Senate and the Chamber of the People must agree on all legislation before it can proceed to the President of Balzi for approval. If a bill fails to pass in the Senate, it is effectively discarded. Conversely, if a bill is approved by the Senate during its third reading, it is then sent to the Chamber of the People, unless an identical bill has already been passed by the lower house.
