The Council of the Free States of Liberstein is the governing body of the nation. It acts as both legislative, and executive branch, making Liberstein a Unitary Republic. The Council is constructed of 7 Ministers, each being given 2-4 Ministries. Each Councilman is equal in power, and therefore cannot leverage themselves into a position of power. The Council has an elected President to be the executive figurehead for the nation. The President has no more powers than the rest of the Council, but makes the final vote in any form of legislative voting.
