Council of Captains
The Council of Captains, (Commonly nicknamed the Captaincy), was the main Executive and Judicial body of Kamore until the Decemberist Reforms put it under the control of the General Commander and then later was dissolved in favor of the State Council. The council had 4 official seats, although extra seats could be declared pro-tempore. It was based around a Directorial Republic like the old Swiss Confederacy.
Decemberist Reforms
The Decemberist Reforms were a series of government changes which were initiated by William Mevd in order to make his position as General Commander the official Head of State instead of just a military leader and leader during Martial Law, which was approved by the Captaincy and the State Council. Later in the reforms, the Captaincy was dissolved and the State Council became the main legislative body of Kamore.
