The Constitution of Unitaria Act, 2022 is an Act of the Provisional Assembly that established a constitution for Unitaria. It also dissolved the Provisional Assembly of Unitaria, which was formed the same day it was introduced, passed, and received royal approval, and replaced it with the Legislative Body of Unitaria. It declares Unitaria to be a constitutional egostan, meaning that Unitaria can only have Rachel Burklandssen as a citizen and nobody else. It also declares Unitaria to be a simulationist micronation with no claims to sovereignty.
The Act of the Provisional Assembly establishes Rachel Burklandssen as both the Empress of Unitaria and the Sole Member of the Legislative Body of Unitaria, the latter title akin to the title of Prime Minister. She is also the Minister of Foreign Affairs and can unilaterally make foreign policy decisions. Laws can be passed in Unitaria via a Royal Decree by the Empress of Unitaria, which the Legislative Body can't override. Alternatively, the Legislative Body can pass an Act of the Legislative Body, requiring the approval of the Empress of Unitaria.
The Constitution can be amended by an Act of the Legislative Body or a Royal Decree. The Constitution of Unitaria has been amended four times, three times by an Act of the Legislative Body and once by a Royal Decree. Typos in the Constitution, including its amendments, can be corrected without going through the legislative process. However, this doesn't apply to non-constitutional laws. This has led to the Legislative Body of Unitaria having to invent a rule allowing typos in non-constitutional laws to be corrected by a vote of the Legislative Body and approval of the Empress.
The Constitution doesn't have any explicit interpretation mechanism, such as a supreme court. However, both the Second Amendment to the Constitution of Unitaria (Provisions Related to Legislative Sessions) Act, 2022 and Royal Decree #4: Amending Unitarian Constitutional Law to Protect Autism Rights in Unitaria give the power to interpret those specific amendments to the Empress of Unitaria. Neither the Constitution of Unitaria Act, 2022; the First Amendment to the Constitution of Unitaria (Capital Punishment Prohibition) Act, 2022, the Third Amendment to the Constitution of Unitaria (Allowed and Disallowed Citizens) Act, 2022, nor the Fifth Amendment to the Constitution of Unitaria (Gender Recognition) Act, 2022 have any interpretation mechanism built in them. Burklandssen is planning on establishing such a mechanism soon.
