The Constitution of the Kingdom of Landopia is the basic law of Landopia, and is positioned at the top of the hierarchy of sources in the legal system of the Kingdom. It was approved by the Constituent Assembly on 27 February 2022 and promulgated by Carlo I on 9 January 2022, and entered into force on 10 January 2022.
Background
In the history of the Kingdom of Landopia, the shrewdness of writing, recommending and ratifying a Constitution based on the values of a nation has never flashed, since the kingdom preceding the Landopian one, the Kingdom of Caràlb, was nothing more than an idea playful, immature and without legal foundations, characteristics that a micronation normally has.
With the advent of the creation of the Constituent Assembly of the Kingdom, the path of the kingdom began in which it undertook to establish certain rights and duties of the citizen, with the aim of being able to preserve the Landopian dream.
On 9 February 2022, with an Extraordinary Decree of the King,[1] the creation of the Constituent Assembly was recommended, with the aim of creating a constitution that would reflect the moral, humanitarian, religious, and spiritual values of the nation.

I. Fundamental Principles (Principî Fondamentali)
Below are the 11 fundamental principles of the Kingdom of Landopia, i.e. the most important laws of the nation which determine, together with the 10 commandments, the legal, moral and social direction of its people. The footnotes at the end of the articles indicate the translation into English of the original in Italian.
Article 1.
Landopia è una monarchia semiparlamentare fondata sulla vita e sull’armonia. La sovranità appartiene al Popolo che ne esercita nei limiti della Costituzione, dell’etica e della morale.[English translation 1]
This is the most important article of all. Here the Constitution of the Nation bases its social roots.
Article 2.
Il Regno riconosce e garantisce i diritti inviolabili dell’uomo, sia come singolo sia nella società. La solidarietà è alla base della società landopiana.[English translation 2]
Article 3.
Ogni cittadino che risiede nel Regno ha pari diritti, pari doveri e pari opportunità, senza distinzione di razza, di sesso, di religione o di ideologia.[English translation 3]
Article 4.
Il Regno di Landopia e la Repubblica Italiana sono, ciascuno nel proprio ordine, sovrani e indipendenti. Con la dichiarazione di indipendenza, l’obbiettivo ludico dello stato è sottointeso, senza alcun tipo di aggressioni politici o militari nei confronti dell’Italia e dei suoi alleati.[English translation 4]
Article 5.
Il Regno di Landopia è uno stato confessionale ove la religione è il Cristianesimo Cattolico di Rito Romano.[English translation 5]
The creed of the Kingdom of Landopia, by law, is Christianity. The nation is one of the few present in the micro-international panorama, mainly secular, where it has a religion by law.
Article 6.
La lingua ufficiale del Regno di Landopia è l’italiano. Le altre minoranze linguistiche sono tutelate con i regi decreti che ne garantiscono la loro conservazione. I documenti vengono principalmente tradotti anche in lingua latina.[English translation 6]
The official language of the Kingdom of Landopia is Italian. The other linguistic minorities are protected by royal decrees which guarantee their conservation. The documents are also mainly translated into German and Latin. Italian is the language spoken by the Landopian people. Every document must, by law, be written in this language. At the same time, the documents must be translated into Latin by law (from 20 December 2018 to 30 July 2023, the third language was Esperanto instead of the latter).
Article 7.
Il cittadino che ha deciso di partecipare alle attività del Regno, ossia ha inviato la richiesta di cittadinanza ed è stata accolta, deve prendere con ludica complicità il ruolo che è gli è stato conferito dal Re.[English translation 7]
Every citizen who has decided to participate in the Kingdom's activities must be complicit in the primary purpose that defines the very existence of the Kingdom: playfulness.
Article 8.
Il Re della Nazione è il capo di stato, capo delle forze armate di terra (Regio Esercito), di mare (Regia Marina Militare) e dell’aria (Regia Aeronautica Militare). Esso ha poteri giuridici superiori alla legge nel momento in cui sono presenti all’interno del Regno gravi emergenze e/o crisi.[English translation 8]
Article 9.
I confini sono difesi dai rispettivi corpi di guarnigione territoriale. Le forze armate occupano un ruolo di difesa della Patria, sia nel territorio nazionale che fuori dai confini, in apposite missioni micro-internazionali.[English translation 9]
Article 10.
La legge del Regno di Landopia sovrasta ogni tipo di giurisdizione extra e internazionale. Il Regno non riconosce dunque l’Unione Europea, l’Organizzazione delle Nazioni Unite, le sue branche e Società affiliate. Gli unici Trattati e/o Protocolli che il Regno condivide de facto sono i seguenti: Convenzione sul patrimonio dell'umanità, Convenzione per la conservazione della vita selvatica e dei suoi biotopi in Europa.[English translation 10]
According to the Government, the law of the Kingdom of Landopia, in the international legislative hierarchical scale, dominates the others, both extranational and international. All organizations outside the Kingdom interest are banned. Organizations such as the U.N. and affiliates, the 2030 Agenda and all type of World Economic Organizations are strictly prohibited according to the article written above.
Article 11.
Il parlamento è il Senato del Regno di Landopia. È attribuito a questo il potere legislativo. Ogni anno, una volta sciolto il parlamento del Regno, il popolo elegge il nuovo governo. A quest’ultimo è attribuito il potere esecutivo.[English translation 11]
The parliament is the Senate of the Kingdom of Landopia. Legislative power is attributed to this. Every year, once the parliament of the Kingdom has been dissolved, the people elect the new government. The latter is vested with executive power. As a Unitary parliamentary monarchy, the Kingdom of Landopia has separate legislative, executive, and judicial powers. Popular elections are present and are granted to the people after the natural cycle of parliamentary legislatures, i.e. every year.
II. Relations of the Citizen with the Nation (Rapporti del cittadino con la Nazione)
Article 1.
La moneta della Nazione è la Corona Landopiana, contrassegnata con un simbolo monetario internazionale. Esso è descrivibile come la terza lettera dell’alfabeto latino (C) in unione con la croce di San Giorgio nello spazio vuoto della lettera. La valuta nazionale prevede la disposizione di banconote cartacee e di monete in cartone coniate dal Regio Istituto Poligrafico e Zecca della Nazione. L’uso della Corona Landopiana è previsto, in modo provvisorio, in concomitanza alla moneta unica stampata e coniata dall’Unione Europea, fino alla conclusione del programma della moneta unica e al conseguente rinnovo delle valute nazionali.[English translation 12]
Article 2.
La Bandiera Nazionale del Regno di Landopia è una bandiera rettangolare con tre bande orizzontali. A partire dall’alto, i colori sono nel seguente ordine: blu, bianco e blu. La fascia centrale, la bianca, è più ampia rispetto a quelle poste all’estremità, quelle blu. Lo stemma della famiglia Reale è posto nella fascia in mezzo, accanto all’asta che sorregge la bandiera. Il dovere del cittadino è quello di difendere la bandiera e di rispettarla, nei sensi della complicità della ludicità della nazione.[English translation 13]
Article 3.
Il giorno di festa nazionale è il 20 dicembre, in occasione della dichiarazione di indipendenza dalla Repubblica Italiana. Ogni cittadino, in questa ricorrenza, deve esporre la bandiera nazionale fuori dalla propria abitazione.[English translation 14]
Article 4.
Le condizioni richieste per essere suddito landopiano sono determinate secondo le leggi vigenti.[English translation 15]
Article 5.
Tutti i sudditi landopiani possono essere nominati alle funzioni civili e militari o incaricati di qualsiasi funzione pubblica, seguendo le condizioni richieste dalle leggi, dai decreti governativi o secondo la volontà di Sua Maestà il Re di Landopia.[English translation 16]
Article 6.
I sudditi del Regno possono presentare petizioni, secondo le regole all’uopo fissate ed osservando il conveniente rispetto.[English translation 17]
Article 7.
Le disposizioni, presenti nel capitolo, non limitano in alcun modo l’esercizio del potere d’emergenza supremo appartenente de iure, de facto e de natura a Sua Maestà il Re di Landopia in caso di rivolte interne, di guerre civili o di eventuali situazioni belliche extramicronazionali.[English translation 18]
III. Economy and Finance of the Kingdom (Economie e finanze del Regno)
Article 1.
Una nuova imposta, come tutte le modificazioni relative alla ripartizione delle imposte, può essere stabilita solo per legge e deve essere lessicalmente chiara, in modo tale da non creare fraintendimenti da parte del Popolo. L’emissione di un prestito pubblico e la conclusione di un contratto, che possa obbligare il tesoro pubblico oltre il bilancio, deve essere approvata da Sua Maestà il Re di Landopia.[English translation 19]
Article 2.
Le imposte attuali sono riscosse come già qui sopra scritto, finché non saranno modificate con una nuova legge.[English translation 20]
Article 3.
Le spese e le entrate dello Stato devono avere il consenso del Re di Landopia insieme al Ministro dell’Economia e del Tesoro, per mezzo d’un bilancio annuale. Le spese che sorpassano ciò che è stabilito negli articoli del bilancio, o non previste in esso, devono essere approvate dal Re.[English translation 21]
Article 4.
Il Bilancio Nazionale, prima della sua effettiva pubblicazione, deve essere presentato al Senato del Regno.[English translation 22]
Articolo 5.
Le spese che sono la conseguenza d’una legge, o quelle che hanno il carattere di un'obbligazione del Governo (tramite il solo uso della valuta nazionale), non possono venire soppresse né diminuite senza il consenso del Re e del Ministro dell’Economia e del Tesoro.[English translation 23]
Articolo 6.
In caso di necessità straordinaria, il Re e/o il Ministro dell’Economia e del Tesoro possono domandare il consenso del Senato del Regno per una spesa continua, determinandone prima il numero degli anni.[English translation 24]

- ↑ Eng.: Landopia is a semi-parliamentary monarchy founded on life and harmony. Sovereignty belongs to the People who exercise it within the limits of the Constitution, ethics and morals.
- ↑ Eng.: The Kingdom recognizes and guarantees the inviolable rights of man, both as an individual and in society. Solidarity is the basis of Landopian society.
- ↑ Eng.: Every citizen residing in the Kingdom has equal rights, equal duties and equal opportunities, without distinction of race, sex, religion or ideology.
- ↑ Eng.: The Kingdom of Landopia and the Italian Republic are, each in its own order, sovereign and independent. With the declaration of independence, the playful objective of the state is understood, without any type of political or military aggression against Italy and its allies.
- ↑ Eng.: The Kingdom of Landopia is a confessional state where the religion is Roman Catholic Christianity.
- ↑ Eng.: The official language of the Kingdom of Landopia is Italian. The other linguistic minorities are protected by royal decrees which guarantee their conservation. The documents are also mainly translated into Latin.
- ↑ Eng.: The citizen who has decided to participate in the activities of the Kingdom, i.e. has sent the request for citizenship and it has been accepted, must take on the role that has been conferred on him by the King with playful complicity.
- ↑ Eng.: The King of the Nation is the head of state, head of the land (Royal Army), sea (Royal Navy) and air (Royal Air Force) armed forces. It has juridical powers superior to the law when serious emergencies and/or crises are present within the Kingdom.
- ↑ Eng.: The borders are defended by the respective territorial garrison corps. The armed forces occupy a role in defending the homeland, both within the national territory and outside the borders, in specific micro-international missions.
- ↑ Eng.: The law of the Kingdom of Landopia supersedes any type of national and international jurisdiction. The Kingdom therefore does not recognize the European Union, the United Nations Organization, its branches and affiliated companies. The only Treaties and/or Protocols that the Kingdom de facto shares are the following: Convention on World Heritage, Convention for the Conservation of Wild Life and its Biotopes in Europe.
- ↑ Eng.: The parliament is the Senate of the Kingdom of Landopia. Legislative power is attributed to this. Every year, once the parliament of the Kingdom has been dissolved, the people elect the new government. The latter is vested with executive power.
- ↑ Eng.: The nation's currency is the Landopian Crown, marked with an international monetary symbol. It can be described as the third letter of the Latin alphabet (C) in union with the cross of St. George in the empty space of the letter. The national currency provides for the provision of paper banknotes and cardboard coins minted by the Royal Polygraphic Institute and Mint of the Nation. The use of the Landopiana crown is foreseen, provisionally, in conjunction with the single currency printed and minted by the European Union, until the conclusion of the single currency program and the consequent renewal of national currencies.
- ↑ Eng.: The National Flag of the Kingdom of Landopia is a rectangular flag with three horizontal bands. Starting from the top, the colors are in the following order: blue, white, and blue. The central band, the white one, is wider than those placed at the end, the blue ones. The coat of arms of the Royal family is placed in the middle band, next to the pole that supports the flag. The citizen's duty is to defend the flag and to respect it, in the sense of the complicity of the ludicrousness of the nation.
- ↑ Eng.: The national holiday is December 20, on the occasion of the declaration of independence from the Italian Republic. Every citizen, on this occasion, must display the national flag outside their abode.
- ↑ Eng.: The conditions required to be a Landopian subject are determined according to the laws in force.
- ↑ Eng.: All Landopian subjects can be appointed to civil and military functions or entrusted with any public function, following the conditions required by law, by government decrees or according to the will of His Majesty the King of Landopia.
- ↑ Eng.: The subjects of the Kingdom can present petitions, according to the rules established for the purpose and observing the appropriate respect.
- ↑ Eng.: The provisions, present in the chapter, do not in any way limit the exercise of the supreme emergency power belonging de jure, de facto and de nature to His Majesty the King of Landopia in the event of internal revolts, civil wars or any situations extra-micronational warfare.
- ↑ Eng.: A new tax, like all changes relating to the distribution of taxes, can only be established by law and must be lexically clear, so as not to create misunderstandings on the part of the People. The issuance of a public loan and the conclusion of a contract, which can oblige the public treasury beyond the budget, must be approved by His Majesty the King of Landopia.
- ↑ Eng.: The current taxes are collected as already written above, until they are modified with a new law.
- ↑ Eng.: State expenditure and revenue must have the consent of the King of Landopia together with the Minister of Economy and Treasury, through an annual budget. Expenditures that exceed what is established in the articles of the budget, or not foreseen in it, must be approved by the King.
- ↑ Eng.: The National Budget, before its actual publication, must be presented to the Senate of the Kingdom.
- ↑ Eng.: Expenditures which are the consequence of a law, or those which have the character of a Government obligation (through the sole use of the national currency), cannot be suppressed or reduced without the consent of the King and the Minister of Economy and the Treasury.
- ↑ Eng.: In case of extraordinary necessity, the King and/or the Minister of Economy and Treasury can request the consent of the Senate of the Kingdom for continuous expenditure, first determining the number of years.
