The Khazar Covenant, referred to in correspondence as CCEA (short for Caspian Covenant of Easwegians in Alliance) is a secretive organisation of the Common Security Force, the Common Union of Easway's intelligence service, which seeks avenues to maintain the foreign currency slush fund for the Common Union's economy through covert means. Easway's Co-operative Government does not acknowledge the existence of the CCEA and most information known about it was obtained through leaks by the now extinct terror organisation Kingdom - 1925. It's believed that the CCEA was established following Easwegian Independence in 2017 to succeed the underground Cyber Council Easwegian Alliance (with the same acronym) which led the Easwegian national movement. The term Caspian refers to the sea area in which it is claimed the Ezaari, Norwegian and Pomors groups gained their original ethnogenesis. In Ezerryen and various Turkic languages, Caspian is referred to as Khazar, a historical polity whom Easwegians claim sucessorship to.

It is alleged that between 2017 and 2020, the CCEA shipped various narcotics made within Easway to Russia, who backed the self-declared micronation. Political developments within the Co-operative Government, including the unilateral incorporation of Hopen, an open claim to the heritage of the Pomors and the Pomors Brotherhood; opposed to Russia's governmental policies; and open denouncement of Russia's 2020 ban on gay marriage, led to soured relations and the ceasing of the CCEA's operations within Russia. In turn, Easway controversially recognised the Transnistrian breakaway republic, where it is alleged the majority of covert economic affairs is conducted.
