The Archduchy of Padania is a micronation in the italian penisula. It was created by members of the Italian Deaf Community. It has a constitution, a government, a blog site, the Official Gazette. It is a founding member of the MicroItalofonia.

History

The Archduchy was created from the idea of ​​a group of young deaf italians, in the period before the COVID-19 pandemic, to fight against the old class of deaf leaders of the association in order to obtain full freedom to use LIS in the territory. Between 2022 and 2023 there were disagreements between italian deaf micronationalists regarding the development of the territorial micronation.

Geography

The territory of the micronation is surrounded by Pontida, Italy, in particular the Canto fraction.

The territory is former institutes for the deaf and dumb. They are claimed by the deaf community in order to be able to live again with the absolute freedom to use Italian sign language in all places: from schools to workplaces.

Government and politics

Archduke of Padania

Padania is an archduchy; the head of state is the Archduke and the head of government is the Minister-Head. The ministers are called Heads-Dicastery who administer the offices of the Dicasteries.

The parliament of the Archduchy of Padania is the "Throne Council" and is composed of a certain number chosen and appointed by the Archduke.

Members of the Throne Council can intervene in the Archduke's decisions; they can propose laws, regulations, to reform the Constitution; they cannot intervene on decrees and ordinances. Each member of the Throne Council can also be a representative of a political or social or other special interest group (lobby) and has the right to request time off by letter or email to the Archduke, but has duty obligations to attend sessions of the Throne Council upon order of the Archduke.

Demographics

The population is the deaf community, the official language of the micronation is Italian Sign Language (LIS).

Citizenship

For a person to become citizen of Padania they need to fulfill these requirements: being deaf from birth, having a good knowledge of the deaf culture and being a native speaker of Italian Sign Language.

Economy

The official currency is the Segnum. 1 Segnum currently converts into €0.1880.

Padania has a central bank, the QPC MicroBank. It doesn't accept coins or digital currency; only banknotes.

With the foundation of the historical association of the Italian deaf community, the National Deaf Association, in 1932 it effectively united the various and numerous local deaf associations scattered throughout the Kingdom of Italy. In the Italian Republic then with the division of new associations, both local and national (often of the nature of federations among deaf associations) due to disagreements and political differences of some former members of the ENS.

In 1880, with the change in the political line on the education of the deaf, it was decided to establish pure oralism, effectively enabling bilingualism and to this the Deaf Community has always been against this political line; furthermore, the Vatican government decided to close all schools for the deaf which at the time were under the direction of the Vatican clergy and not of the State of the Kingdom of Italy.
Since 2006 we have finally returned to education and teaching with bilingualism: sign language and spoken language.
Relations between deaf communities and the Vatican are tense due to legal actions against pedophilia by certain members of the Vatican clergy.
