Electoral system

The 5 members of the Chapter General were directly-elected in 4 seats, and the Presiding Officer, which is the Grand Master, was not up for election. Directly-elected seats are elected by open list proportional representation. Voters vote for a group list which is made up of independent candidates. Appointed members must submit their candidacy to a group list or the Grand Master will be required to appoint a different individual to occupy the seat. Once formed the Chapter General votes to elect a Grand Chancellor through a recommendation process in which every party list recommends a member to be Grand Chancellor. Once the Grand Chancellor is elected they govern through the sovereign council which has members appointed by the Grand Master and ministers appointed by the Grand Chancellor, who are members of the Chapter General. Voting is not compulsory by law and citizens who have held citizenship for a month are eligible to vote.
