West Who, officially the Republic of West Who, is a small and unique self-declared country with a population of 600 citizens spread across 55 countries worldwide. Founded in 1969, West Who operates as a republic with a democratically elected government, including a President, Senate, and a Supreme Court. The Republic of West Who is located in Colorado seven miles west of Denver, and is entirely landlocked, surrounded by the state of Colorado. Despite its small size - just 0.35 acres - West Who holds a distinct place as one of the world's tiniest nations.
The economy of West Who is sustained by the sale of postage stamps, tourist mementos and donations to its national treasury. It maintains a stable economy with one of the lowest unemployment rates among micronations, no national debt, and a small budget surplus. The national currency, the West Who Dollar, is pegged at 20 US cents.
The Republic of West Who refers to itself as a "domestic dependent nation," claiming status similar to a Native American tribal nation in the USA. While its citizens are not Native American, this designation reflects their claim to nationhood without traditional national lands, relying instead on the property owned by its citizens.
The government holds annual presidential elections, while the Senate, a unicameral legislature, is composed of elected members who serve three-year terms. The nation is divided into six regions, each overseen by a governor, with the regions corresponding to the continents where the citizens reside: North America, South America, Europe, Africa, Asia, and Oceania. West Who’s Supreme Court is composed of seven justices, including a Chief Justice.
Despite its small geographic footprint, West Who is known for its vibrant, happy, and fun-loving culture, ranking highly on the GNH or Gross National Happiness Index of world nations. Its motto "Independent, Free and Fun," captures the spirit of the nation, which thrives on a sense of community and international connection.
History of West Who
West Who is named after the Whos, a fictional group of tiny people from Dr. Seuss’s Horton Hears a Who! The famous quote from the book, "A person’s a person, no matter how small," was adapted by West Who's founders into the motto: "A country is a country, no matter how small."
Founded in 1969 by students John Farr and Craig Carter, West Who began as one of two rival micronations. Farr became the first president of West Who, while Carter served as prime minister of Iswas, a neighboring micronation. Both nations were part of the Federation Treaty of California, an alliance of eleven micronations that emerged in the 1970s. The founders of West Who and Iswas created currencies, postage stamps, newspapers, and government structures, and declared their independence from the United States, where they were based.
As the micronation movement grew, other individuals established their own nations, and the various micronations engaged in alliances, disputes, and even wars. Over the next 55 years, West Who developed into a stable and organized micronation, with a functioning government, a strong currency, beautiful postage stamps, a national anthem, an elected president, a Ministry of Education, and even a spy agency.
West Who’s presence in the international micronation community has been significant. In 2015, 2017, 2019, 2022, and 2023, its leaders participated in MicroCon, an event similar to the G-8 Summit but for micronations, which is held every two years. Additionally, West Who was represented at the Micronation Summit in Las Vegas in 2021, further solidifying its place in the global network of micronations.
West Who Spy Agency - the West Who Spy Agency is officially called the West Who Intelligence Service or Who's Who W2 is the world's smallest spy agency. The intelligence service has a serious mission to protect and promote West Who's vital interests. The functions of W2 are set out in the Intelligence Services Act of 2013. The agency collects foreign intelligence which may impact West Who's interests. W2 also undertakes counter-intelligence activities to protect the country. Another important role of W2 is to provide protective services to Government officials and civilian leaders.
The West Who Intelligence Service (W2) is the world's smallest intelligence service. It serves one of the world's smallest nations the Republic of West Who. The nickname of the West Who Intelligence Service is W2 "Who's Who". Despite its size, W2 is a vital part of the Republic's national security apparatus, tasked with protecting and promoting West Who's vital interests. Its work is essential to helping the Republic of West Who maintain its independence and sovereignty. W2 is committed to working with our allies and partners around the world to make the world a safer place.
Does West Who have an army?
West Who does not maintain a standing military but has a small ceremonial Army for special occasions. In times of emergency or natural disasters, all able-bodied citizens 16 years and older are required serve. West Who's Basic Law encourages citizens to keep a rifle at home for self-defense to protect the country if needed.
Historically, the Army of West Who was raised or reconstituted during various periods, particularly in the 1970s when it played a role in conflicts with other micronations. However, in the 1980s, as peace settled over the nation, the government decided to disband the Army and transfer the responsibility for national security to the National Police of West Who. The President remains the nation's highest-ranking military officer, though this is now a ceremonial role.
Since 1991, the National Police have served as the primary defensive force for West Who, ensuring the nation's internal security and readiness for any threats. While the ceremonial Army remains part of the national tradition, the Republic's defense now rests in the hands of the police force.
Government Departments - The Republic of West Who has a democratically elected government. Presidential elections are held yearly. The Senate has thirty seats and members are elected for a two-year term. West Who has a unicameral legislature. The West Who Supreme Court has seven members including the Chief Justice. West Who maintains its own postal service. The Post Office Department issues stamps on various themes such as nature, exploration, famous West Who citizens and sports. A recent stamp series features the President and Director of Wildlife Conservation on an official trip to New Zealand.
Republic Day is celebrated on July 11, this national holiday commemorates the founding of West Who. Dr. Suess Day on March 2 is a national day to promote reading among children, President's Day is January 14, Las Vegas Day is a national holiday celebrated in early March usually during the WCC Basketball Championships. Citizens also celebrate West Who Day, Thanksgiving Day, Christmas Day, and New Year's Day.
West Who Film Festival - West Who is one of the few nations to sponsor an international film festival for micronations. Held once a year in July, the Film Festival takes place in West Who and showcases short films and commercials from micronations around the world.
Ministry of Education - West Who has a Ministry of Education through most citizens choose to attend private schools or government schools in the United States. The Ministry of Education's role is to raise the overall level of educational achievement of West Who citizens. It is not an education provider. That role is met by individual parents in the country. The ministry has several functions, such as, advising the government on educational policy, providing information to citizens about educational practices, providing learning resources, administering government education codes and providing limited funding for educational needs. Although the Education Ministry's main role is to raise the level of educational achievement, it is also the mechanism through which the Government implements its education policy for the nation.
Space Agency - SPEA (Space and Planet Exploration Agency) is the space agency of the Government of West Who. It's mission is to promote the peaceful use and development of space, to advance the knowledge of space through science and to ensure that space science and technology provide social and economic benefits for the citizens of West Who. The purpose of the Space and Planet Exploration Agency SPEA is to develop programs and activities involving science and technology that support the priorities of the Government of the Republic of West Who. SPEA directs its resources and activities through four key areas: Space Awareness, Earth Observation, Space Science and Exploration, Satellite Communications. The West Who Space Agency was established in 2013. With the motto "Space is Our Future" the government of West Who has developed a leading micronation space program. Currently, the Republic of West Who has an observatory in southern California. The observatory has photographed Jupiter, one of the first micronations to do so. Recently, the President appointed a new director to SPEA to expand research into exploration of the solar system and deep space. The West Who Space and Planet Exploration Agency has as a goal to build and launch a microsatellite. SPEA is exploring the possibility of designing and launching a CubeSat which is a microsatellite in the shape of a 10-centimeter cube and weighs just 1 kilogram. The West Who Senate has authorized funding for the program.
West Who Postal Service was established in 1970. Early stamps were manufactured by hand in limited quantities and used within West Who and between various micronations located in Southern California. The Postal Service now issues professionally produced stamps through the company YourStamps of Berlin, Germany. The West Who post office usually issues between one and three different stamps each year. Stamps feature micronation flags, animals, famous West Who citizens, historic heroes, space craft, and other things of interest to West Who citizens. The purpose of the West Who Postal Service is to provide reliable, affordable and efficient mail to West Who citizens. West Who is a member of the Micronation Postal Association, an organization devoted to developing micronation postal systems.
Location of the Republic of West Who
The Republic of West Who is located in Denver, Colorado on one third of an acre of land. The government claims all land that is owned by West Who citizens as part of its territory. This means West Who does not have one contiguous landmass, but instead is a series of privately owned pieces of land throughout the world. There is no island or large piece of land that people can move to or settle. The capital of West Who is Whoville, a single house located in Colorado.
