Velutinia, officially The Empire of Velutinia is a Bonapartist absolute monarchy largely based on the traditions of the Bonapartes of the First and Second French Empires along with the Second Mexican Empire, and is located within North America. It was founded by the Superior Governing Board as the official regency of the Empire on March 15th, 2021. The First Regent accepted the Imperial Crown after it was offered by the Superior Governing Board in collective on March 16th, 2021.
The entire structure of government is inspired by the French Empires, with an emphasis on the unique character of Velutinia as a micronation. The Emperor is the representative of the people, and is guided by them through the regular use of plebiscites. The Empire of Velutinia was established to practice Bonapartist values in the New World, and to spread them within the micronational community.
Structure and name
The name "Velutnia" is derived from the local Eastern Black Oak (Quercus velutina), a native species of oak in the New World. Velutinia City serves as the Empire's primary capital whose name the Empire derives from according to the convention used previously by the Roman Empire and the Holy Roman Empire, whereby the capital gives rise to the name of the Empire.
Velutinia is a unitary absolute monarchy composed of departments which represent the lands of the Empire. The Empire has a tricameral legislature composed of the Conservative Senate, the Tribunate, and the Legislative Assembly.
History
Foundation
The Superior Governing Board of Velutinia was appointed as the regency of Velutinia on March 12th, 2021 by popular will. On March 15th, 2021, the Superior Governing Board officially declared the country to be the Empire of Velutinia. The Empire was governed by this regency until the First Regent ascended to the throne after it was offered by the Superior Governing Board in collective on March 16th, 2021.
Geography
The basic political unit of the Empire of Velutinia are departments. Each department represents a land of the Empire, contiguous or distant. Frontiers also exist for uninhabited lands claimed and administered by the Empire. Departments are under direct administration of a governor appointed by the Emperor.
Velutinia City is the first department of the Empire, under the direct governorship of the Emperor.
Politics
Emperor
The Emperor is the head of state and head of government for the Empire. He sought to reconcile the revolutionary and democratic heritage of the New World, with the idea of a monarch who could embody the nation. In order to create the material conditions for a lasting democracy, the Emperor leads a social policy which establishes equality between citizens.
The Bonapartist character of the Emperor embodies the will of the people. The concentration of power in the hands of the Emperor, elected by universal suffrage and the crucial role of plebiscites, justifies the Caesarean democratic expression of the nation. Political legitimacy comes exclusively from the will of the people, and the Emperor interprets this will.
Government
The State Council is an executive body of the Empire which drafts laws proposed by the Emperor. It's members are appointed by the Emperor.
The Conservative Senate is the highest legislative body, acting with combined legislative and judicial powers. It's duty is to guard the constitution and enact special laws known as "Senatus-Consultes" upon the Emperor's proposal. The Conservative Senate also advises the Emperor on the implication of proposed laws.
The Tribunate is the central legislative body which discusses laws but only votes to recommend them for the Legislative Assembly.
The Legislative Assembly is the lowest legislative body which votes on laws without discussing them, instead referring to the documented discussions of the Tribunate.

The Velutinian culture retains much of its European influence from the social and political heritage of the Empire. It places an emphasis on labor, fraternity, and liberty as principles for everyday life.
