USMR Reformation Referendum

The USMR Reformation Referendum, officially the People's Referendum on the Advancement of the People's Revolution Through the Establishing of a Federative State, is a public referendum in the Democratic People's Republic of Erusia that proposes the refounding of the Union of Socialist Micronational Republics. If approved, it will lead to the development of a new constitution for that currently defunct micronation and culminate in its full restoration at the 1st Central Party Congress of the Communist Party of the USMR. The referendum itself began on September 13, 2009 and voting will be open for an undisclosed period of time. The full text of the referendum is as follows:

Do you believe that the People's Revolution can be better advanced within the framework of a multiconstituent federative Socialist State and, if so, that such a state should take the form of a Union of Socialist Micronational Republics of which the Motherland would be a member ?
