Claim about the HRE

The claim about any sort of treaty is fake. There was no negotiation as far as I am aware, and I'm the Vice Chancellor. Prior to getting notice of the edit in question, I never even heard of you. There was no discussion, nor a vote, which would make one illegal even if someone else were to sign it.

I reached out to him and had a conversation. While he did sign a treaty, it was done so without the consent of the Diet, as is HRE law. Thus, the treaty failed to carry the force of law. So while you might've had the consent of the King of the Romans, the action was done unilaterally and without the backing of the HRE proper. The likelihood of the Diet agreeing to recognize Kamore as a polity on equal terms is extremely unlikely, given that many in the Diet would view such outcomes as unfavorable and may set poor precedence for interacting with otherwise unknown entities in the future. (The main reasons are that Kamore is a relatively new entity that most of the HRE never heard of before this episode, therefore having very little relevance to our interests.)

However, an invitation to join was agreed between me and Bradley of Dullahan as a compromise, in our respective capacities as Vice Chancellor and Prince-Elector and as Chancellor of the HRE. This will give the opportunity to put questions of relevance aside, deepen respective ties, and allow Kamore to accumulate the connections and prestige necessary for the HRE to feel comfortable in granting such titles to an insider, versus an unknown third party.
