In the wake of the whisky war, which was a territorial dispute between Canada and Denmark over Hans Island, Rosemia was established to claim Hans Island as part of its territory in the absence of its own country in 2020. However, when the split rule between Canada and Denmark, which claimed ownership, was agreed in 2022, the Rosemia imperial government recognized it as a military invasion from two countries. The Imperial Ministry of Defense declared war on the two invaders through the Rosemia Federation. It declared the start of fighting with Canada and Denmark and cancelled informal diplomatic contacts with the two countries(the invasion of Hans Island by Canada and Denmark). The imperial government had announced that it would impose economic and military sanctions against the invasion.

Member States are required to establish permanent ambassadors and representatives. The Secretary-General shall be elected from persons with experience in public office in the Member States.The crown guardian elected in 2020 has announced that he will not run for secretary general election in 2024. For the time being, Carl I will take charge of federal affairs as interim secretary-general. In Commonwealth, he represents the institution as President of the Commonwealth Council. The Northwest Territories Military Commission is the highest military headquarters in the Northwest Territories where Hans Island is located.The first chairman was Eric Parker, Marquis of Adolvi, Lieutenant General of the Imperial Army of Rosemia.
