The Prime Minister of Norvika is the head of government of the Kingdom of Norvika. The prime minister Monarch on exercise of much of the royal prerogative, chairs the cabinet and nominates its ministers. They are appointed based on their ability to command the confidence of the House of Commons.

The role of prime minister was established by the constitution, but the office wasn't formally given any specific functions so the powers of the office are based on convention and devolution of royal prerogative powers.

The office is currently vacant.

Powers

The prime minister serves as head go the government of Norvika. Because of this, they lead the executive - the Cabinet. They also usually command the majority party in parliament, meaning the incumbent wield significant executive and legislative ability.

In parliament, the prime minister guides the law-making process with the goal of enacting the legislative agenda of their political party. In an executive capacity, the prime minister nominates and may dismiss all other cabinet members and ministers, and co-ordinates the policies and activities of all government departments, and staff of the Civil Service.

The prime minister also acts as the face of His Majesty's Government internally and abroad.

Privileges

On taking office a new prime minister usually makes a public statement to announce to the country that they have been appointed by the reigning monarch. This is usually done by making a statement to the effect of: "His Majesty the King [Her Majesty the Queen] has invited me to form a government and I have chosen to accept".

The prime minister, as head of the cabinet, is customarily an ex officio member of the Privy Council. As a result, they are entitled to use the style "The Right Honourable". Informally they can also be addressed as "Mr/Madam Prime Minister".

Appointment

The prime minister is appointed by the monarch and serves at their pleasure. Theoretically, the monarch may choose whichever Norvik citizen they wish for the office, but constitutional guidelines state the monarch should appoint the individual likely to command the most confidence in the House of Commons and the prime minister typically stays in office as long as their government continues to have the confidence of the house.
