The prime minister of Candor (Chinese: 國務總理大臣) is the head of government of the Republic of Candor. The prime minister leads the cabinet and has the power to appoint and dismiss the ministers of state. The prime minister is a sitting member of the Senate and also serves as the commander-in-chief of the armed forces.
The prime minister is universally elected by all Candorian nationals aged 16 or older, to each term that lasts for two years. Candidates are subject to a term limit of not more than two terms, and must be a prior member of the Senate. The prime minister is simultaneously accountable to both the State College and the Senate. The Senate nominates the elected prime minister and the State College formally appoints the prime minister. The prime minister must retain the confidence of both the College and the Senate to remain in office, as both entities have the power to dismiss the prime minister.
Etymology
The Chinese term for Prime Minister is usually abbreviated to just "首相" (literally chief minister) when addressing and referring to the prime minister under informal and occasionally formal conditions. However, the full legal term "國務總理大臣", is also sometimes abbreviated to just "國務總理" (state affairs chancellor) or "總理大臣" (grand chancellor), and rarely just "總理" (chancellor).
The official English notation is "prime minister", however, other translations were previously suggested as well, including "grand chancellor", "chancellor", and "minister-president".
History
The office of the Prime Minister was formally established and implemented into the government of Candor in November 2024 following a full governmental reformation movement, with the implementation of a new constitution. The predecessor to the current office is the consul. The consulate system was modelled after that of the Roman Republic and the Napoleonic Consulate. The only consuls ever served in office were Tsz-kai W. and Tsung-kee L., who became prime minister and secretary of state respectively following the 2024 reform.
On 2 November 2024, Tsz-kai W. was made the first prime minister of Candor after winning support from the new Senate and approval from the College. He was supposed to be inaugurated on 2 January 2025, but due to the need for a government he was inaugurated the day he was appointed.
Appointment
Candidates for premiership must be a member of the Senate, and of age 16 or above. Upon winning the public poll, the candidate must also win the vote of confidence by the Senate, which makes the candidate a nominee for the office. The nominee is then received by the State College, and ceremonially appointed prime minister. Following formal appointment by the College, the newly-elected prime minister must take an oath of office before assembled members of the Senate and the College. The prime minister then raises his right arm with palm facing the assembled government, and left hand placed on the constitution (the Bible or the Quran, and among other recognized religious documents for the religious), and reads the oath of office.
