The Nemkhav Federation Bill 2009 is a very important piece of legislation in the Nemkhav Federation. It brought the Federation into existence on the 28th of August 2009.
Article 1:
The Imperial Republic of Nemkhavia shall be reorganised into the Nemkhav Federation.
Article 2:
The Provinces of the Republic as they stand shall be reorganised into semi-autonomous Republics, with their own elected leaders. Any new land added to the Federation would be added as a Republic.
Article 3:
The Office of the Emperor/Empress shall be renamed the Office of the President of the Federation. The President is the high mediator, and must be independent from any political party.
Article 4:
The Office of the Premier of the Imperial Republic shall be renamed the Office of the Premier of the Federation. As per previous legislation, the Premier shall be elected by the people through their Senators.
Article 5:
The Administrative divisions of the Federation shall be the following:
· Republics (Semi-autonomous) · Federation Capital District (Reserved for Astor Impora, capital of the Federation) · Provinces (Semi-autonomous territories with less autonomy than a Republic) Article 6:
The Imperial Senate shall be reorganised into the Federation Senate. The leaders of the Republics and Provinces, along with the Mayor of the Federation Capital District shall hold one seat each in the Senate. All members are equal, no matter what the level of autonomy they represent, i.e.: Presidents (Republics) and Governors (Provinces) are equal, along with the Mayor of the FCD.
Article 7:
President and Governors may hold Government positions at Federation level, i.e.: Minister of Justice.

The Republics shall be permitted to form their own Governments, elect their own President and have as many political parties as they wish. The Presidents of the Republics are subordinate to the Premier and President of the Federation. The Republics must adhere to the principles of peace and justice at all times.
Article 10:
The Provinces shall be permitted to form a limited Government, and shall elect a Governor. The provinces will exist for any ethnic minority that wishes for its own separate and distinct land. The Governors are subordinate to the Premier and President of the Federation, but not subordinate to Presidents of the Republics.
Article 11:
The Republics and Provinces shall not be entitled to their own independent military forces, but may establish regional forces that are subordinate units of the NDF, with the express permission of the Premier of the Federation. These units will operate exactly like any other units of the NDF, only being activated in times of emergency.
Article 12:
As before, there shall be no limit to the number of political parties that can be created in the Federation. At the Republic level, any number of parties may be set up. The President may belong to any of them, or be an independent. At the Federation level, members of the Federation Senate may belong to a political party, even if they do not belong to one at the Republic level. There shall never be a limit on the amount of political parties that may exist in the Federation.
Article 13:
The Republics and Provinces shall be entitled to their own police forces to take care of local matters, while matters that span the Federation shall be the jurisdiction of the National Police, the Federation-wide police force. The Republics and Provinces shall also be entitled to their own emergency services, with assistance from Federation-wide services if necessary.
Article 14:
The Republics and Provinces shall not have the right to establish supremacy of one religion over another, or make one religion the official religion of the Republic or Province. This is the same as the Federation in general.
Article 15:
There shall be no place in the Federation, at any level, for extreme fascist parties or any other ideology that establishes one group over another. Any parties found to exist within the Federation will be unrecognised by the Government, and its members cautioned to cease their actions. If they do not do so, the Federation Government will revoke their citizenship. Freedom and equality must prevail at all times.
Article 16:
The Office of His/Her Majesty’s Chief Justice shall be renamed the Office of the Chief Justice of the Federation. The duties of this office shall remain the same.
Article 17:
All Republics and Provinces must adhere to the Republic’s laws at all times, with no exceptions. Republic and Provincial Governments may not make any laws themselves.
Article 18:
The Republics and Provinces shall manage their own foreign affairs within the Federation, but all foreign affairs pertaining to foreign nations shall be conducted by the Foreign Secretariat of the Federation and the Office of the Premier of the Federation.
