The Missionary Order of the Celtic Cross, also known as "the MOCC" by many is an autonomous theocratic organization that becomes a de-facto micronation in times of a 'shut-down government". Officially it is a recognized church in the US state of Oklahoma. It has its origins with the RDNA (Reformed Druids of North America) seen in the 80's.
Etymology
All Branches of Druidism are known as Orders, similar to monastic Orders. We were formerly known as the Circle General, the Circle of Joshua, the Celtic College of Reformed Druidic Wicca, but in 1996, we went into a Conclave and shortened the Rule and changed the name to the MOCC. Our Mission is taken to refer to our motto: This declare above all: Healing and Light and Peace.
Current
Currently the MOCC is a very active organization, as a recognized church in Oklahoma, it is responsible for organizing many Druidic and Christian events for its congregation of around 250-500. It also observes many Christian and Celtic holidays.
History
The MOCC has it's origins within the RDNA movement in the 80's to early 90's. The current MOCC is considered, by many, to be a grandchild of the RDNA movement. The MOCC met the status of nationhood accidentally after noting they met the requirements under the Montevideo Conventions in 1994, and recognized that their tribal aspect kind of resembled that presented to the world by the Vatican. Due to many US Government shutdowns, the first government shut-down that forced the MOCC to play a role in replacement of the US Government was in 1995, and as late as the present American Obama administration 2008-2016 this continued and with expectations of more Government Shutdowns the MOCC began to act more autonomous and has set up an effective social services function to provide for funding for medical services, park maintenance, and provision of food for the poor during the government shut-downs. Since the series of shut-downs during the late Obama administration the MOCC has become affiliated with micronationalism and enjoys good relations with a variety of micronations and de-jure recognizes sovereign Celtic entities such as the Kingdom of Scone and the Micronational Government of Aynvaul, even being marked as an attendee for Microcon 2017.
Denton Protocol: While not all the MOCC Convocationries were party to it, the Tulsa and Seminole Convocationries were signators to the Denton Protocol.
Government and politics
A Decentralized-Constitutional theocracy [1], the MOCC is organized as both an autonomous church and tribal clan system. It is divided into multiple groves all over the Western side of the Mississippian river Basin. The Convocationries, in which Archdruids such as Thomas Harris, Brandon Reid, and Roger Gilberts belong to and run, organizes multiple events that brings the MOCC together on occassion where they share and exchange cultural pieces and practices. Also of political note other groups have made their way into the MOCC tribe as clans and septs, including parts of the former Uxellos-Druidiactos, the Sharayean Tradition, and parts of the former Covenant of Avalon. The bringing in of such groups, and of individuals under the laws of fosterage, is fairly common in Celtic Culture.

Writing Systems
Caissic Ogham:
With frequent contact and friendly relations with the Aynvish Impire, there is an exchange of knowledge on Caissic Ogham, making the Mocc the most knowledgeable entity on Caissic Ogham aside from the Aynvauls themselves. Making the Mocc the only reliable Non-Aynvish source on Caissic Ogham.
Cherokee Syllabary The MOCC is one of very few micronations to actively use the Cherokee Syllabary.

Law and order

The Tenets and the Rule form the core of our laws, or rather, by-laws. The Rule emphasizes precedent, establishing the Brehon Laws (or fenechas) as our core laws, augmented by the canons of the Early Ecumenical Councils, Common Law and Acts (Acts of the Archdruid, which are effectively Letters Patent) and Acts of Convocation, which are bylaws and resolutions passed or ratified in Convocation, held semiannually. -Thomas Harris
Military
The MOCC has five military bodies: The Knights of the Silver Circlet, the Knights of the Black Rose of Sharaye, the Defenders of the Celtic Cross, the Order of the Black Rose of Sharaya (which is distinct from the Knights of the Black Rose formerly mentioned) and the MOCC Templar Guard. The MOCC is also in the process of forming a sixth branch, for the Latin followers of Cybele within the MOCC, it has been proposed to be structured similar to the Roman Legion. The Military bodies also function and act as sports teams.

Economy
The MOCC economy is based on the market value of a sheep. It combines the values set forth for a farthing (the two sheep) in Anglo-Saxon culture with the value of a cumal (seven head of cattle) in the Brehon Laws.
Culture
MOCC culture is presumably Celtic but it also has its predominant Cherokee and Germanic roots as well. Many Moccii actually claim a diverse heritage in Native North American as well as Celtic and Germanic heritages.
Our culture is a cross between Celtic tribalism, Native American sources, and various other sources. It resembles a series of dioceses or parishes that are tightly affiliated with one another. There is a good degree of identification with the USA and with the former CSA. We inherited a lot of our culture from Ancient and late Medieval Celtic Sources, and often appear to be a Medieval petty-kingdom or city-state, depending on what people really expect to see when they look at us. -Thomas Harris
Language
The MOCC has been known to use, as languages, Agamurii in addition to English, French, Spanish, some German, and Cherokee as well as Celtic languages, especially in liturgical settings, namely Cymraig and Gaelic. Latin use is also fairly extensive.
Media
The MOCC has had media since 1994, with several newsletters like The Newsletter, a zine entitled Strawberry Incense, and a current news service in the public domain called the MOCC Free Voice or the MOCC Free Press (two manifestations, same thing), and the name of their news service is not the property of the MOCC governing bodies, so can actually be used by anyone with their blessing. It also releases them from legal obligations, since it is no longer copyrighted by them, but surrendered to a broader usage than even Creative Commons.
The MOCC liturgical publications and educational materials are also developed in-house and surrendered to the public domain so that they can be more easily distributed.
