The Constitution of Lithion is a non-edited online version outlining the framework of the federal and local governments. It was signed into effect on 23 June 2023 by Seth Nance (the President) and Stacy Elkins (Vice President). The constitution establishes the two branches of the federal government: the Executive branch and the Congress branch. The Executive branch comprises the President, Vice President, and Secretary of the President, along with various government agencies such as the Ministry of Animal Welfare. The Executive branch holds the power to veto decisions made by the Congress branch. The Congress branch consists of two chambers: the Council and the Judges. The Council, with one representative per local government, is responsible for passing laws and checking the Executive branch. The Judges ensure that laws passed are constitutional. Lithion's citizens are also part of a "branch" with the ability to veto actions by the Congress.

Section 1 - Rights of Citizens

The citizens of Lithion have the right to life, justice, and the pursuit of happiness. They have a say in government actions and have the freedom to emigrate to other lands at any time.

Section 2 - The Executive Branch

The Executive Branch is responsible for safeguarding people's rights and checking the power of the Congress Branch. The President holds the authority to veto any action within 10 weeks of its passage by the Congress, effectively preventing it from happening. The Executive Branch comprises the President, Vice-President, and Secretary of the President, along with all government agencies.

Section 3 - The Congress Branch

The Congress Branch is divided into two chambers: the Judges and the Council. The Council has representation from each local government and is elected by the people of that locality. The Judges ensure the legality of actions based on the Constitution and can veto decisions made by the Executive Branch if they contradict the Constitution. There are at least three Judges, but more can be added. Judges are selected by the Council and approved by the President. The Congress Branch can veto the Executive Branch if it secures a 3/4 vote in the local government chamber.

Section 4 - Citizen Veto Power

Citizens have the power to veto actions taken by the Congress Branch. A 3/4 vote of all citizens in Lithion is required to initiate a veto. To do so, citizens must first go to their local National Office and request a vote by the National government. This right is available under normal circumstances, with a functional government and no martial law in place.

Section 5 - Presidential and Vice-Presidential Elections

To become the President or Vice-President, one must secure the majority vote in two separate elections—one for President and one for Vice-President. Elections take place every 4 years, and only citizens are eligible to vote. The Secretary of the President is appointed by the President. There are no limits to the number of times one can run for President or Vice-President. Elections are postponed during a National Emergency or time of war.

Section 6 - National and Local Laws

The National Government can pass laws that all local governments must follow. Citizens can propose new laws or request the removal of existing ones by creating a bill through their local government office. A new law can be enacted if both Congress Chambers have a 3/4 vote in favor, with the Judges ensuring its constitutionality. The President's approval is required for the law to be added to the National Laws.

Section 7 - Local Governments

Local governments can operate differently under their own constitutions as long as their practices align with the Constitution and National Laws. Each local government must have a National Office.

Section 8 - Martial Law

The Executive Branch can enforce martial law during national or local emergencies, placing all power under the Presidential Branch. Martial law can only be enacted when there is significant distress, such as looting or rioting.

Section 9 - Executive Branch Powers

The Executive Branch holds the authority to establish National Offices, levy taxes, establish and lead an army, mint a national currency, make treaties, and trade assets. It can also construct public buildings, such as schools, libraries, and train stations, to serve the community.

Section 10 - Gray Areas and Disputes

In cases where the National Government and Local Government disagree on a matter, the Judges have the authority to decide whether it is a local or national issue.

Section 11 - Government Functionality

If the Executive and/or Congress Branch lacks sufficient personnel to carry out their functions, the priority is to ensure a fully functioning Executive Branch.

Section 12 - Stateless People

Becoming a citizen requires approval from the Executive Branch. Those under Lithion's care without approval are considered stateless and do not have voting rights or the freedoms of citizenship.

Section 13 - Government Documents

To be considered a government document, it must be notarized by an approved Lithion representative or signed by a government worker for governmental use.

Section 14 - Assets and Budget for Government

The Executive Branch has the power to buy and sell assets and establishes the budget for the national government.

Section 15 - Suspension of Sections

In situations of resource scarcity or other scenarios, any section of the constitution can be suspended for 1 year at a time before automatically going back into effect. This provision allows for flexibility and security.

Section 16 - National Offices

National Offices are run by Lithion and are established in all local governments under Lithion. They facilitate local citizens' voting in elections, proposing or removing laws, and serve as a postal service between communities and Lithion. National Offices can hold court sessions where needed and cater to both local and national government needs.

Section 17 - Business Regulations

Businesses in Lithion cannot be controlled by the Lithion Government or any local government. They are prohibited from buying other Lithion-based businesses.
