Beizana is a democratic, free and sovreign land based on freedom.

Beizana, officially The Kingdom of Beizana (Malagasy Ny fanjakan'ny Beizana, Le Royaume de BeizanaFrench), is a nation which claims to be a sovereign state, but is commonly known as a micronation. It claims Ile Sainte-Marie.
It is de facto an absolute monarchy.
The sovereignty over its territory is exercised by the King.
Beizana is based off the 17th century Pirate colony also called Libertatia (possibly Libertalia) located in Madagascar
Founded in 2015 by Luke Packham, has undergone many changes and developments over time.
The total formally-claimed land area is 222km2 and the population of the island is 16,325.

The territory is mainly tropical forests and made up of hills.

Beizana is completely surrounded by the Indian ocean. There are the nearby islands of Mauritius, The French Colony of Reunion and the Comoros with Madagascar right next to it.

Climate

The combination of southeastern trade winds and northwestern monsoons produces a hot rainy season (November–April) with frequently destructive cyclones, and a relatively cooler dry season (May–October). Rain clouds originating over the Indian Ocean discharge much of their moisture over the island's eastern coast; the heavy precipitation supports the area's rain forest ecosystem.

Jurisdiction and administration

The whole territory of the micronation is still owned by Madagascar and all citizens are Malagasy however political unrest has struck the Malagasy government and soon Beizana hopes to change citizens views and become Beizani citizens.

Government

Beizana is de jure an Absolute Monarchy, where the King holds all power throughout the state.
All Legislative and Military power is controlled by the King.

Banga toeram

The banga toeram (Vacant Seat) is an expression that refers to the vacancy of the Regency Seat of the State. It is Malagasy for "Vacant Seat". After the death or resignation of a King the Government becomes Banga toeram. During this period, the Nation is administered by the Lords Council .

Conclave

A Conclave is a meeting of the Lords Council, during the period of vacancy of the Regency Office, to elect the new King. During this process the Lords are closed in the Hall of Royalty, where they perform the polls. If the King has selected an Heir then he shall gain power however if he has no sons then a member of the Lords council will be chosen from polls. The polls are open to the public for 3 days and once the winner as gained power he will choose a new person to fill his position.

The Council of Lords is composed of the King and his selected Lords to advise and assist in managing the nation.

History

Etymology

The name Beizana is a mix of African and Indian ocean names fused together.

17th Century Beizana (Libertatia)

Libertatia was a legendary free colony forged by pirates and the pirate Captain Misson, although some historians have expressed doubts over its existence outside of literature. Historian and activist Marcus Rediker describes the pirates as follows:

These pirates who settled in Libertalia would be "vigilant Guardians of the People's Rights and Liberties"; they would stand as "Barriers against the Rich and Powerful" of their day. By waging war on behalf of "the Oppressed" against the "Oppressors," they would see that "Justice was equally distributed.

Although the existence of Libertatia is contested, the radical ideas that it represented were very common in various pirate-era events. After the American Revolution, pirates fleeing from England crashed on an island and set up their own Libertatia. They called their new island "the Republic of Spensonia", and according to A. L. Morton, it "looks backward to the medieval commune and forward to the withering away of the state."

The pirates were against the various forms of authoritarian social constructs of their day, monarchies, slavery, and capital. The pirates practiced forms of direct democracy, where the people as a whole held the authority to make laws and rules, and used systems of councils with delegates, who were supposed to think of themselves as "comerads" of the general population, and not rulers. The pirates created a new language for their colony and operated a socialist economy.


The pirates were anti-capitalist, opposed to the dispossession that necessarily accompanied the historic ascent of wage labor and capitalism. They insisted that "every Man was born free, and had as much Right to what would support him, as to the Air he respired." They resented the "encroachments" by which "Villains" and "unmerciful Creditors" grew "immensely rich" as others became "wretchedly miserable." They spoke of the "Natural right" to "a Share of the Earth as is necessary for our Support." They saw piracy as a war of self-preservation. [They redefined the] fundamental relations of property and power. They had no need for money "where every Thing was in common, and no Hedge bounded any particular Man's Property," and they decreed that "the Treasure and Cattle they were Masters of should be equally divided."

Misson's crews often were half white and black. The pirates have been reported to have freed enslaved people because the idea of slavery went against their own ideals of freedom.

The pirate utopia's motto was "for God and liberty," and its flag was white, in contrast to a Jolly Roger. They were anarchists, waging war against states and lawmakers, attacking their ships, sparing prisoners, and freeing slaves. They called themselves Liberi, and lived under a communal city rule, a sort of worker owned corporation of piracy. They had articles (shared codes of conduct), and used elected systems of re-callable delegates.

Misson was French, born in Provence, and it was while he was in Rome on leave from the French warship Victoire that he lost his faith, disgusted by the decadence of the Papal Court. In Rome he ran into Caraccioli - a "lewd Priest" who over the course of long voyages with little to do but talk, gradually converted Misson and a sizeable portion of the rest of the crew to his way of thinking:


he fell upon Government, and shew'd, that every Man was born free, and had as much Right to what would support him, as to the Air he respired... that the vast Difference betwixt Man and Man, the one wallowing in Luxury, and the other in the most pinching Necessity, was owing only to Avarice and Ambition on the one Hand, and a pusillanimous Subjection on the other.

Embarking on a career of piracy, the 200 strong crew of the Victoire called upon Misson to be their captain. They shared the wealth of the ship, deciding "all should be in common. All decisions were to be put to "the Vote of the whole Company." Thus they set out on their new "Life of Liberty." Off the west coast of Africa they captured a Dutch slave ship. The slaves were freed and brought aboard the Victoire, Misson declaring that "the Trading for those of our own Species, cou'd never be agreeable to the Eyes of divine Justice: That no Man had Power of Liberty of another" and that "he had not exempted his Neck from the galling Yoak of Slavery, and asserted his own Liberty, to enslave others." At every engagement they added to their numbers with new French, English and Dutch recruits, and freed African slaves

While cruising round the coast of Madagascar, Misson found a perfect bay in an area with fertile soil, fresh water and friendly natives. Here the pirates built Libertalia, renouncing their titles of English, French, Dutch or African and calling themselves Liberi. They created their own language, a polyglot mixture of African languages, combined with French, English, Dutch, Portuguese and native Malagasy. Shortly after the beginning of building work on the colony of Libertalia, the Victoire ran into the pirate Thomas Tew, who decided to accompany them back to Libertalia. Such a colony was no new idea to Tew; he had lost his quartermaster and 23 of his crew when they had left to form a settlement further up the Madagascan coast. The Liberi - "Enemies to Slavery," aimed to boost their numbers by capturing another slave ship. Off the coast of Angola, Tew's crew took an English slave ship with 240 men, women and children below decks. The African members of the pirate crew discovered many friends and relatives among the enslaved and struck off their fetters and handcuffs, regaling them with the glories of their new life of liberty.

The pirates settled down to become farmers, holding the land in common - "no Hedge bounded any particular Man's Property." Prizes and money taken at sea were "carry'd into the common Treasury, Money being of no Use where every Thing was in common."

This is what Beizana is based off.

Culture

The Kingdom of Beizana is characterized by the culture of the Madagascar region that lies just offshore basically. It remains a large Malagasy cultured area with the same beliefs and ways of life same to those of Madagascar.

The Kings Palace

There is no palace in Beizana however there are plans for one.

The Lords Palace

There is no palace yet. But the Lords Palace will host the seat of the Lords council.

Ambodifototra Palace

The Ambodifototra Palace, or Second Lords Palace, hosts some offices and the Noble Deputies Apartments however it hasn't been built yet.

Royal Mausoleum

The Royal mausoleum is where all the royalty of Beizana will be buried.

The families considered noble, are those that are the family of the Lords.

Beizana's Secret Archive

Beizana's secret archives hold all documents about anything related to the nation like History, Governments, People, Economy, Politics etc.. Only Archive caretakers who are chosen by the King can sort and work in the archives. They are located under the Kings house.

The old flag, Which was just white was used by Captain Mission and his Pirates. It has been replaced with a new flag from 1st March 2015. The old flag is today in use as a ceremonial flag flying alongside the new flag outside most palaces.

The new flag, adopted in 2015, is composed of Beizana's coat of arms and 5 gold stars.

Schools and universities

The schools and the universities in Beizana are institutes controlled directly by the King.

First level schools

In Beizana there are no Kindergartens and children start school at 4 years old going to a Sekoly Ambaratonga Voalohany (Primary school) then at 11 years old they move to Sekoly Ambony (Higher School) until they are 16 years old. Then they can move on to college or university. Soly Ambony students can drop out of school at 15 years old if they want.

There are no universities in Beizana however there are many in Madagascar right next to the nation.


Demographics

Population and language

All of the Beizani citizens will live the nations territory however they are still Malagasy citizens. In 2015, there are 0 citizens of which 16,325 are residents in the nations lands. Although the official languages ​​are English and French, Malagasy is probably the most common language and it is used in government names.

Citizenship

Beizani Citizenship is based on teraka avy amin'ny olom-pirenena (birth from a citizen, even outside the state's territory). People can apply for citizenship if they have lived in the nation for 5 years. Have been granted citizenship from the king.

Foreign workers

People coming to work in Beizana have to apply for a Beizani foreign work Visa which allows them to legally enter the country and carry out their work. Illegal workers will be deported without trials or anything. All citizens from Madagascar, Mauritius, Comoros, Reunion, France and Mozambique do not have to apply for Beizani Foreign Work Visas and can find jobs without one.

Immigration laws

People wanting to come and live in Beizana can apply by these ways. NonImmigrant Visa seekers must have sufficient excuses for these. -The purpose of their trip is to enter the Beizana for a specific, intended purpose; -They plan to remain for a specific, limited period; and -They have a residence outside Beizana as well as other binding ties which will ensure their return at the end of their stay.

Employer of Beizani citizenship requests your person to work in Beizana. Not permanent, expires after contract is finished. - L-3 Independent work Visa for internationally recognised Athletes, Academic people. Does not include PhD's. - L-4 Student Visas are offer residence in the state until your course has been completed and you can work up to 20 hours a week. - Marriage to a Beizana citizen grants you full citizenship. - By birth while both Parents are foreign nationals grants you citizenship. - I-1 Investor Visa by investing in any Beizani businesses, property. Must be more and 750.000 Beizani Dollar. - AS-1 Asylum Visa Seekers can receive a Visa for up to 10 years residence however it must be a war Beizana is involved with or an internationally recognized outbreak of disease however you will be quarantined until proven that you do not have the disease.

Non affected citizens - Any citizen of Madagascar, France can stay permanently in the country without a need for a visa. Citizens of the Comoros, Mauritius and Mozambique can enter Beizana for up to 12 months before having to leave.

The nation's economy is mainly based on agriculture, livestock, fishing and tourism. Agricultural activity however is free in all its forms, and does not require special permissions.

Internal security is very important in Beizana. The whole island is surrounded by water making sea and air travel the only way to reach the island. The Beizani Border patrol will surround the island's major ports and the airport and any illegal immigrants will be deported without trial.

Canine Unit

The Canine Unit is a special unit belonging to the Beizani Police Force and also to the Border Guards. It is in fact composed of members of both bodies. They mainly help by locating illegal contraband and drugs.

Access to the territory

The access to the territory of The Kingdom of Beizana is permitted only to the citizens unless there is special exceptions.
Special temporary residence permit shall be issued to those who need access to the territory for study or work.
Visitors can request an access pass at the permissions office of the central protectorate. They must show, at the moment of the request, a valid passport and a criminal record of the country of residence. During periods classified as ' tourism period ', in some specific areas, is allowed to enter and remain for a maximum of 24 hours, with tourist visas. The access to the territory is permitted only at the Access-Points which are located along the perimeter of the fences. Residents of Madagascar, The Comoros, Mauritius, France and Mozambique can enter into the country for free without a pass.

Law

The laws of the state are aimed to be aimed at liberal principles. Much attention is given to the individual and his rights. Although the crime rate is relatively low, respect for the law in Beizana should be strongly felt. The law is very severe in punishment, especially in cases of murder or situations which have breached a citizen in any way. Even illegal immigration and entry into the territory without authorization are punished harshly.

Smoking, Alcohol and Drugs

The consumption of alcohol is prohibited to all persons under 16 years. Transgressors can be punished with imprisonment for up to three days. Smoking is allowed only in private dwellings. The consumption of certain drugs is illegal. The same goes for selling. Selling drugs is punishable by imprisonment up to 15 years for Illegal drugs. Consumption is punished differently: First offense (minor): 1 year, First offense (severe): 3 years, Second offense: 7 years, Third offense: 10 years. The crimes committed under the influence of alcohol or drugs (fatal road accidents, etc.) are punishable by life imprisonment. Marijuana is legal in Beizana and can be sold in pharmacy shops. You have to be over 18 years of age. A person can own up to 4 personal marijuana plants however the distribution of marijuana without a license to sell is punishable by up to 6 months in prison.

Television

The official television channel is the Beizani Television BTV. That will be in English. Another channel called Beizani Malagasy television BMT will be in Malagasy. Another called Beizani French Television BFT

Newspapers

The official newspaper is the Daily Beizani Mail (Daily Mail Beizani). Currently journalists and newspapers have been limited to freedom in Madagascar. In Beizana it will change to complete freedom unless it could harm the government in any way.

Internet

Most of the territory doesn't use the internet however Beizana will make it more mainstream and without censorship.

Radio

Most citizens currently have radios and its their main communicational device. There will be Beizani national radio. There is freedom to start your own public radio.


Constitution

The constitution of Beizana is currently being drafted.

Process to Change the Constitution

First, the council of the Lords vote to decide to amend the constitution or not. If the motion is approved, the procedure for amendment is officially started. In the first week, the council of Lords makes public the text of the amendments. From this moment, there is a week where people can send letters to the council specifying any dissent. After that, the council of Lords has 3 weeks to examine all the letters and assess the situation from different points of view. At this point, there is a new majority vote. If the motion is approved them the King decides on enforcing it.

Religions

There is no official religion in Beizana. The freedom of worship will be always granted, but restrictions are placed by the Council of the Lords on religions classified as dangerous to public safety. In particular, the Muslim religion, cannot build mosques and Muslims must keep their prayers to themselves. Trying to radicalise people to turn to extremism is punishable by up to 25 years in prison or deportation.
