The Grayson Administrative Region and Autonomous Region Establishment Act 2023 is an Act of Assembly that was created to establish the Grayson Administrative Region in the Eastern Arstotzkan State. The Act is a landmark bill and is the first of its kind to enact and establish a region and territory with such powers.

The Act is similar to that of a Constitution wherein it grants civil powers and creates a government and societal systems. The Act does limit the powers for example the Executive Councillor, can only pass legislation relating to the GAR if it has been approved by a unanimous vote from the Executive Committee. In fact the powers of the Executive Councillor and his Council are very limited and are mere puppets of the Executive Committee.

Section 1: Establishment of the Region

Article 1: This Act shall establish the Autonomous Administrative Region of the Grayson State.

Article 2: This Act shall establish the official name of the AAR, the Grayson State Autonomous Administrative Region (GSSAR)

Article 3: The GSSAR shall function is a similar way to a territorial entity of the Arstotzkan Union.

Article 4: Governance of the GSSAR shall be administered by a dependent governing body known as the; Executive Council of the Grayson Administrative Region (ECGAR)


Section 2: Governance of the Grayson Administrative Region

Article 1: The Executive Council of the Grayson Administrative Region (short name: Executive Council) shall be the sole governing body of the Grayson Administrative Region.

Article 2: The Executive Council shall be a unicameral body made up of one or two elected representatives who shall elect the position of Executive Councillor.

Article 3: The Executive Councillor shall be the head of the Executive Council of the Grayson Administrative Region.

Article 4: The Executive Councillor shall be a permanent member of the Executive Committee of the Office of the Presidency of the Arstotzkan Union.

Article 5: The Executive Councillor will act only on the unanimous advice of the Executive Committee and will not have;

·      the power to create, amend or repeal legislation created for the Grayson Administrative Region by the Arstotzkan Federal Government and;

·      the power to create, amend or repeal legislation created for the Grayson Administrative Region by the Executive Council.

Article 6: The Executive Councillor will have the power to request the Executive Committee of the Office of the Presidency of the Arstotzkan Union for:

·      military assistance and;

·      policing assistance and;

·      security assistance and;

·      any situation that shall continue the peaceful situation and government control of the Arstotzkan Union over the GAR.

Article 7: As per Article 6, the Executive Committee shall have the power to deny these requests if a 75% majority of the committee is not met when the request is put forward by the Executive Councillor.

Article 8: The Executive Councillor shall have the power to amend this document with the immediate permission of either the First President of the Arstotzkan Union, Second President of the Arstotzkan Union and / or unanimous approval of the Executive Committee of the Office of the Presidency of the Arstotzkan Union.


Section 3: Matters of the Arstotzkan Federal Government (et. al.)

Article 1: The Arstotzkan Federal Government shall administer full governmental responsibility over the Grayson Administrative Region.

Article 2: The Arstotzkan Federal Government will have the authoritative powers to create, amend, repeal, and enforce laws created for the jurisdiction of the Grayson Administrative Region.

Article 3: The Arstotzkan Federal Government and Arstotzkan High Command shall have the power to control the affairs of;

·      Arstotzkan Federal Police Service and;

·      State Committee for National Security and Intelligence and;

·      People’s Armed Forces of the Arstotzkan Union and;

·      Any other Ministries, Departments and government and military entities.


Section 4: Application of Arstotzkan Law

Article 1: All laws, existing or to be created shall apply in the GAR upon the ascension of this document.

Article 2: The Constitution of the Arstotzkan Union and its amendments and framework shall apply in the Grayson Administrative Region.

Article 3: The existing populace of the Grayson Administrative Region shall be considered citizens of the Arstotzkan Union upon the ascension of this document.

Article 4: The citizens and residents of the Grayson Administrative Region shall have all the legal and constitutional rights of citizens of the Arstotzkan Union and shall never have the revoked.
