Quorum Motions

Procedural

PD001: That delegates unable to attend a Quorum meeting may vote in advance by giving their vote on a certain subject placed on the agenda to the Chair before the Quorum meeting. (12/06/2016) 6 support, 1 abstain

PD007: That votes on provisional members in accordance with Article IV.I.e of the Charter shall, at the direction of the Chair, be carried out through a ballot using Google Forms, with the results spreadsheet of the ballot being published in the Quorum following the conclusion of the vote, should the vote be scheduled for a day when a Quorum session is not to be held. PD019: That the 45-day period of non-contact with the Quorum described in the Charter as defining inactivity shall be interpreted as 45 days without attending a Quorum of Delegates, though in a vote on expulsion of a member for inactivity, the Quorum may take into account any genuine excuses for an inactive member's absence. PD020: That in regards to Article III, section IV.f of the Charter, "every six months" is to be interpreted as allowing the election process to begin at the discretion of the Chair at any point between the 4th and 15th inclusive of June and December. (23/06/2018) 5 support
PD021: That the Quorum delegates to the Chair the power to make certain Executive Proclamations, which may only enact the following:

a) Recognition that a member state has renounced the GUM Charter under Article IV, Chapter II, Section b, and thus is no longer a member state;

b) Recognition that a member state has dissolved and has thus, either:

i) Ceased to be a member state, under Article IV, Chapter II, Section c; or

ii) Been succeeded by a new state, in which case the original state shall cease to be a member state and the successor state shall assume membership of the organisation of the type which was held by the original state, under Article IV, Chapter II, Section a.

c) Recognition that an observer state's period of observership has expired, under Article IV Chapter I Section f) Subsection i) of the GUM Charter, and that the state in question is no longer an observer of the GUM.

The Chairman can make Executive Proclamations at any given time and must list the Executive Proclamations made at the next Quorum. Any delegate of a full member state may, at any time before the following session of the Quorum, table a motion to have the Executive Proclamation overturned, should they believe it was made unlawfully; such a motion shall be debated and voted on by the Quorum at the earliest opportunity. All Executive Proclamations shall be recorded in the Grand Unified Micronational Statutory Code. (20/01/2019) 9 support, 1 abstain

PD022: That, in accordance with the power of the Chair to review applications for membership, the Chair may choose not to present specific application to the Quorum for a vote if it is considered near certain that they would not pass. In the exercise of this power, the Chair must inform the Quorum of their decision not to present a motion to vote on the application; should a delegate present in said Quorum voice an objection during the same Quorum to the exercise of this power, and the said objection is seconded by another delegate from a different member state, the Chair's decision is revoked and a vote must be taken on the application. PD023: That motion PD021 of the GUM Statutory Code is amended, such that Section c) is added, as follows: c) Recognition that an observer state's period of observership has expired, under Article IV Chapter I Section f) Subsection i) of the GUM Charter, and that the state in question is no longer an observer of the GUM. 3. This outreach program will be volunteer based, and should be initiated by individuals who have obtained administration level positions within the Wikia community. AP018: That a Secretariat for Conflict Resolution and Intermicronational Law (hereafter ‘the SCRIL’) be established.

i. The SCRIL shall primarily be dedicated to the provision of informal, unpressured, impartial mediation services to micronational parties across the community.

a. Any submissions to this mediation service shall be entirely voluntary.

ii. The role of the SCRIL shall be to work with parties and agreed mediators to reach safe resolutions to the satisfaction of all parties, and to provide follow up assistance whenever that may be desired and necessary, as determined jointly by the head of the SCRIL, the Chair, mediators, and mediating parties.

iii. The SCRIL shall never issue legal judgements or rulings of any kind, and is not a judicial body.

iv. Mediations will be promoted in such a manner as to be and to be seen to be transparent, fair, and impartial.

v. The SCRIL shall additionally exist as an agency to discuss and make proposals for consensuses and standards of intermicronational law so as to promote peaceful and successful legal affairs; and to promote information and education regarding micronational law, so as to promote trust and understanding.

vi. The SCRIL shall meet separately from Quorum as and when necessary.

vii. The SCRIL shall be headed by the Secretary for Conflict Resolution and Intermicronational Law (hereafter ‘the Secretary’).

viii. The Chair, Vice-Chair, and Supreme Justice of the GUM shall have permanent positions on the SCRIL.

a. There shall also be an independent observer appointed from outside the GUM by Quorum, who shall be party to all discussions of the SCRIL and be free to report widely on the conduct, standards, and affairs of the SCRIL.

ix. That there shall be numerous Peace Envoys, individuals appointed by Quorum under the control of the SCRIL.

a. Peace Envoys shall be responsible for the monitoring of conflicts, for providing primary liaison with community members involved in conflicts, and for offering short-term solutions and/or immediate resolutions.

b. All Peace Envoys shall be considered staff members of the SCRIL.

x. The SCRIL shall be independent of the Supreme Court of the GUM, although still subject to its jurisdiction.

xi. The SCRIL may refer cases to the Supreme Court.

xii. The SCRIL may undertake any further work relevant to the above stated purposes that is in line with intermicronational law.

Charter amendments

3. Article III, chapter V.g is hereby added to the Charter, which will read: "The Vice Chair may resign at any time during their term."
4. In regards to Article IV, chapter I.e, "Provisional members will not enjoy the rights and will not be required to fulfil the duties of full members." will be changed to "Provisional members do not enjoy the right to vote in Quorum, but do have the right to propose motions and give their opinion on all matters discussed during Quorum. Provisional members are not required to fulfil the duties of full members."
5. Article V, chapter III.d is hereby added to the Charter, which will read: "The first amendment to this Charter was made on [date that this motion is passed], and consisted of the addition of chapters IV.p and V.g of Article III, the revision of Article IV, chapter I.e, and the addition of this same chapter."
